This document is our final report describing the research activities carried out under AFOSR Grant FA9550-06-1-0004. First, descriptions of our cold plasma generation systems are presented. Two systems, developed with past and present AFOSR support, are available in our laboratory. The first is a pulsed device capable of emitting a cold plasma plume in room air. The second is an air plasma generator the core of which is a dielectric barrier discharge excited by a high AC voltage. Following these brief descriptions we first present the effects of an atmospheric pressure air plasma on four different types of eukaryotic microalgae. …

Aggregations of Web resources are increasingly important in scholarship as it adopts new methods that are data-centric, collaborative, and networked-based. The same notion of aggregations of resources is common to the mashed-up, socially networked information environment of Web 2.0. We present a mechanism to identify and describe aggregations of Web resources that has resulted from the Open Archives Initiative - Object Reuse and Exchange (OAI-ORE) project. The OAI-ORE specifications are based on the principles of the Architecture of the World Wide Web, the Semantic Web, and the Linked Data effort. The current Coalition Battle Management Language initiative (C-BML) will define a language to unambiguously exchange command and control information between systems. This paper introduces a categorization that may be used to guide the process of developing C-BML effectively by enumerating the conceptual requirements the authors have identified in model-based data engineering and process engineering based studies in various domains.
First, it is important to distinguish if application of the language will support the planning, execution, or observation phase of command and control. While C-BML already distinguishes between tasking and reporting, planning is a category with different requirements.

Battle Management Language (BML) is being developed as an open standard that unambiguously formalizes and specifies Command and Control information, including orders and reports built upon precise representations of tasks. BML is a language specification, based on doctrine and consistent with Coalition standards. The goal of BML is to enable and improve the interoperability in the C2 area, especially by enabling also the military communication with simulation systems and future robotic forces.

Systems engineering and project management are two core engineering management processes supported by core quantitative disciplines within engineering management problems. The effect of Hoffmeister anions Cl(-), SO(4) (2-), and ClO(4) (-) on the structure and morphology of birnessite and cryptomelane-type manganese dioxide nanostructures, produced by the reduction reaction of KMnO(4) and MnSO(4) in aqueous acidic media, was studied. The syntheses were based on the decomposition of aqueous KMnO(4) in presence of HCl for birnessite-type and acidified MnSO4 for cryptomelane-type manganese dioxide under soft hydrothermal conditions. They were characterized using X-ray diffraction (XRD), transmission electron microscopy (TEM), and high-resolution transmission electron microscopy (HRTEM) techniques. A heavy truck wind tunnel test program is currently underway at the Langley Full Scale Tunnel (LFST). Seven passive drag reducing device configurations have been evaluated on a heavy truck model with the objective of understanding the practical limits to drag reduction achievable on a modern tractor trailer through add-on devices. The configurations tested include side skirts of varying length, a full gap seal, and tapered rear panels. All configurations were evaluated over a nominal 15 degree yaw sweep to establish wind averaged drag coefficients over a broad speed range using SAE J1252. Designing secure sensor networks is difficult. We propose an approach that uses multicast communications and requires fewer encryptions than pairwise communications. The network is partitioned into multicast regions; each region is managed by a sensor node chosen to act as a keyserver. The keyservers solicit nodes in their neighborhood to join the local multicast tree. The keyserver generates a binary tree of keys to maintain communication within the multicast region using a shared key. Our approach supports a distributed key agreement protocol that identifies the compromised keys and supports membership changes with minimum system overhead. We evaluate the overhead of …

The design and integration of an impact-testing machine is particularly for the test of an object which is repeatedly dropped down from a specified height. Four linear actuators with two on each of the two magnetic rails are used to lift up an object weighing up to 70 lbs. Each actuator is powered and controlled by an industrial amplifier. A Programmable Logical Controller (PLC) is applied to activate these four actuators simultaneously and repeatedly. We have discovered a new, ultrafast therapy for treating skin cancer that is extremely effective with a total electric field exposure time of only 180 mu sec. The application of 300 high-voltage (40 kV/cm), ultrashort (300 nsec) electrical pulses to murine melanomas in vivo triggers both necrosis and apoptosis, resulting in complete tumor remission within an average of 47 days in the 17 animals treated. None of these melanomas recurred during a 4-month period after the initial melanoma had disappeared. These pulses generate small, long-lasting, rectifying nanopores in the plasma membrane of exposed cells, resulting in increased membrane permeability to …

Changes in [Ca2+]i response of individual Jurkat cells to nanosecond pulsed electric fields (nsPEFs) of 60 ns and field strengths of 25, 50, and 100 kV/cm were investigated. The magnitude of the nsPEF-induced rise in [Ca2+]i was dependent on the electric field strength. With 25 and 50 kV/cm, the [Ca2+]i response was due to the release of Ca2+ from intracellular stores and occurred in less than 18 ms. With 100 kV/cm, the increase in [Ca2+]i was due to both internal release and to influx across the plasma …

Semantic mismatch between systems is due, in part, to the grouping together of terms who have defined meaning in different levels of granularity, and which are composed together into different groupings by distinct systems. It has been proposed that making use of elemental concepts (referred to here as primitives of meaning) can assist in interoperability, but seeking to define all terms at a level of granularity equal to or greater than that of all involved systems.

The neutron elastic magnetic form factor was extracted from quasielastic electron scattering on deuterium over the range Q2 = 1.0–4.8 GeV2 with the CLAS detector at Jefferson Lab. High precision was achieved with a ratio technique and a simultaneous in situ calibration of the neutron detection efficiency. Neutrons were detected with electromagnetic calorimeters and time-of-flight scintillators at two beam energies. The dipole parametrization gives a good description of the data

According to the National Institute on Disability and Rehabilitation Research, an estimated 8.5 million children 21 years and younger have a disability (Jans & Stoddard, 1999). The first account of the use of solar power during war in western civilization was in the second century B.C. during the battle of Syracuse with Archimedes' famed Death Ray. In the late 1800s and early 1900s many advances occurred including the invention of solar-powered engines, the discovery of the photoconductivity of selenium and its ability to produce electricity when exposed to light, and the construction of the first solar cells from selenium wafers. The variational principle of Hamilton is applied to derive the volume viscosity coefficients of a reacting fluid with multiple dissipative processes. The procedure, as in the case of a single dissipative process, yields two dissipative terms in the Navier-Stokes equation: The first is the traditional volume viscosity term, proportional to the dilatational component of the velocity; the second term is proportional to the material time derivative of the pressure gradient. Pressure-driven transport of particles through a symmetric converging-diverging microchannel is studied by solving a coupled nonlinear system, which is composed of the Navier-Stokes and continuity equations using the arbitrary Lagrangian-Eulerian finite-element technique. The predicted particle translation is in good agreement with existing experimental observations. The effects of pressure gradient, particle size, channel geometry, and a particle's initial location on the particle transport are investigated. The pressure gradient has no effect on the ratio of the translational velocity of particles through a converging-diverging channel to that in the upstream straight channel. In this paper, we propose an algorithm for joint adaptation of transmission power and contention window to improve the performance of vehicular network in a cross layer approach. The high mobility of vehicles in vehicular communication results in the change in topology of the Vehicular Ad-hoc Network (VANET) dynamically, and the communication link between two vehicles might remain active only for short duration of time. TEM cross-section observation on Nb surfaces has been a challenge to our superconducting radio frequency (SRF) community due to the highly reactive nature of Nb. Although it was demonstrated in an early attempt1 that under a suitable sample preparation procedure reasonably clear cross-section images of Nb could be obtained, to the best of our knowledge good atomically resolved images had never been obtained. In this report, it is shown that by modifying the sample preparation procedure adopted in reference 1 it is possible to obtain good cross-section images of Nb surfaces with atomic resolution routinely. Clinical MRI images are generally corrupted by random noise during acquisition with blurred subtle structure features. Many denoising methods have been proposed to remove noise from corrupted images at the expense of distorted structure features. Prostate cancer is the most common type of cancer and the second leading cause of cancer death among men in US1. Quantitative assessment of prostate histology provides potential automatic classification of prostate lesions and prediction of response to therapy. Traditionally, prostate cancer diagnosis is made by the analysis of prostate-specific antigen (PSA) levels and histopathological images of biopsy samples under microscopes. The main topological feature of a superfluid is a quantum vortex with an identifiable inner and outer radius. A novel unitary quantum lattice gas algorithm is used to simulate quantum turbulence of a Bose-Einstein condensate superfluid described by the Gross-Pitaevskii equation on grids up to 57603. For the first time, an accurate power-law scaling for the quantum Kelvin wave cascade is determined: k-3. The incompressible kinetic energy spectrum exhibits very distinct power-law spectra in 3 ranges of k space: a classical Kolmogorov k-(5/3) spectrum at scales greater than the outer radius of individual quantum vortex …

The dynamics of vortex solitons is studied in a BEC superfluid. A quantum lattice-gas algorithm (measurementbased quantum computation) is employed to examine the dynamical behavior vortex soliton solutions of the Gross-Pitaevskii equation (ø4 interaction nonlinear Schroedinger equation). Quantum turbulence is studied in large grid numerical simulations: Kolmogorov spectrum associated with a Richardson energy cascade occurs on large flow scales. At intermediate scales, a new k-6 power law emerges, due to vortex filamentary reconnections associated with Kelvin wave instabilities (vortex twisting) coupling to sound modes and the exchange of intermediate vortex rings. A multiobjective genetic algorithm is designed to optimize a computer-aided detection (CAD) system for identifying colonic polyps. Colonic polyps appear as elliptical protrusions on the inner surface of the colon. Curvature-based features for colonic polyp detection have proved to be successful in several CT colonography (CTC) CAD systems. Our CTC CAD program uses a sequential classifier to form initial polyp detections on the colon surface. The classifier utilizes a set of thresholds on curvature-based features to cluster suspicious colon surface regions into polyp candidates. Automatic vegetation identification plays an important role in many applications including remote sensing and high performance flight simulations. This paper proposes a novel method that identifies vegetative areas in satellite images and then alters vegetation color to simulate seasonal changes based on training image pairs. The proposed method first generates a vegetation map for pixels corresponding to vegetative areas, using ISODATA clustering and vegetation classification. The ISODATA algorithm determines the number of clusters automatically. We then apply morphological operations to the clustered images to smooth the boundaries between clusters and to fill holes inside clusters. Six features are then computed …
