This research aimed to identify risk management elements in the Commercial Pilot-Airplane Airman Certification Standards (ACS), and to evaluate tasks relating to or involving human factors. The investigation examined the risk management elements under each task in the Commercial Pilot-Airplane ACS and classified them under the preconditions for unsafe acts of the Human Factors Analysis Classification System (HFACS). The method of investigation was a qualitative research approach to determine the human factors element prevalent in the Commercial Pilot-Airplane ACS. An important issue any organization or individual has to face when managing data containing sensitive information, is the risk that can be incurred when releasing such data. Even though data may be sanitized before being released, it is still possible for an adversary to reconstruct the original data using additional information thus resulting in privacy violations. To date, however, a systematic approach to quantify such risks is not available. In this paper we develop a framework, based on statistical decision theory, that assesses the relationship between the disclosed data and the resulting privacy risk. Quality and risk concerns currently limit the application of commercial off-the-shelf (COTS) software components to non-critical applications. Software metrics can quantify factors contributing to the overall quality of a component-based system, and models for tradeoffs between cost and various aspects of quality can guide quality and risk management by identifying and eliminating sources of risk. This paper discusses metrics and models that can be used to alleviate quality concerns for COTS-based systems, enabling the use of COTS components in a broader range of applications.

The growing reliance on Commercial-Off-The-Shelf (COTS) components for developing large-scale projects introduces a new paradigm in software Engineering; which requires the design of new software development and business processes. Large scale component reuse leads to savings in development resources, enabling these resources to be applied to areas such as quality improvement. These savings come at the price of integration difficulties, performance constraints, and incompatibility of components from multiple vendors. Whether for military, research (space, accelerator physics) and/or civilian use, risk avoidance against radiation-induced damage is not possible with COTS parts. Thus the sensible approach is risk management. We recommend a sensible risk management approach as follows: 1) know the radiation environment of the intended application to the extent possible; 2) know the effects of ionizing radiation on the component(s) of interest; 3) know the requirements of the application; 4) identify the candidate or chosen components; 5) test the components; 6) design-in safety factor margins to the extent possible.

Our metrics based approach and software engineering metrics can aid developers and managers in analyzing the return on investment in quality improvement initiatives for CBSs. The workbook defines the problem by reviewing the national picture of growing numbers of suits and escalating financial losses from suits against highway agencies.

An objective of this study was to review and analyze claims made against the Kentucky Transportation Cabinet through the Board of Claims. Another objective was to review the current state-of-the-art related to tort liability and highway agencies. This was accomplished by reviewing the literature and contacting other state highway agencies. Using information obtained from these various sources, recommendations were made relating to the establishment of an effective risk management program.
Information from Board of Claims cases was obtained for the years 1981 through 1989 and then analyzed. This information included the date of the claim, the county where the action …
