To obtain indications of the influence of electronic health records (EHR) in managing risks and meeting information system accreditation standard in Australian residential aged care (RAC) homes. The hypothesis to be tested is that the RAC homes using EHR have better performance in meeting information system standards in aged care accreditation than their counterparts only using paper records for information management. Content analysis of aged care accreditation reports from the Aged Care Standards and Accreditation Agency produced between April 2011 and December 2013. Objectives: The aim of this study was to implement health technology assessment (HA) in the First General City Hospital in Astana, Kazakhstan. Methods: We organized trainings to familiarize hospital staff with the purpose and details of HTA. An HTA committee was established, with representation from hospital physicians and managers, and criteria for prioritization of health technologies determined. Clinical departments of the hospital were asked to prepare applications for new technologies for their services. Results: The HTA committee reviewed five applications and selected a technology from one of these, on single incision laparoscopic surgery (SILS), for assessment. A short HTA report …

Objectives: The aim of this study was to develop criteria for the prioritization of topics for health technology assessment (HTA) in the healthcare system of Kazakhstan. Methods: Initial proposals for criteria were suggested through consultation with Ministry of Health (MoH) policy areas. These were refined through a workshop attended by HTA department staff, persons from medical universities and research institutes, and MoH policy makers. The workshop included discussion on methods used in international HTA practice. Australia has a large number of health program initiatives whose comprehensive assessment will help refine and redefine priorities by highlighting areas of emphasis, under-emphasis, and non-emphasis. The objectives of our research are to: (a) systematically map all the programs onto an ontological framework, and (b) systemically analyse their relative emphases at different levels of granularity. We mapped all the health program initiatives onto an ontology with five dimensions, namely: (a) Policy-scope, (b) Policy-focus, (c) Outcomes, (d) Type of care, and (e) Population served. Although it was estimated that 20% of the population in Australia were mobile-only phone users in 2010, the inclusion of mobile numbers into computer-assisted telephone interviews (CATI) behavioural risk factor surveys did not occur until 2012. Methods: Three papers have been published describing the methods, weighting strategy and the impact in detail of including mobile numbers into the NSW Population Health Survey (NSWPHS). This paper identifies the important components of those papers and summarises them for a broader audience. Results: In the 2012 NSWPHS, 15,214 (15,149 with weights) interviews were completed (64% landline frame; 36% mobile frame). Response, cooperation and …

This study collects and critically reviews the published literature to synthesize the risk factors for client safety in residential aged care and the potential contributions of electronic health records to reducing these risks. Three major types of risk factors for client safety were identified: risk factors related to the person's health; those related to the health and aged care system serving the person and those related to human error. Multiple strategies at all levels of an aged care organization are needed to reduce risks and improve client safety. High quality data and effective data quality assessment are required for accurately evaluating the impact of public health interventions and measuring public health outcomes. Data, data use, and data collection process, as the three dimensions of data quality, all need to be assessed for overall data quality assessment. We reviewed current data quality assessment methods. The relevant study was identified in major databases and well-known institutional websites. We found the dimension of data was most frequently assessed. Adaptive ultra-wideband wireless body area networks have been proposed as one of feasible mHealth platforms offering a high-speed, robust mobile health service. The error performance of such sytems outperforms non-adaptive systems by up to 4 dB. To further improve the error performance, the optimization of adaptive parameters is investigated in this paper. Simulation results show that the proposed optimal adaptive systems achieves a 2 dB gain with respect to bit error rate (BER). This improvement is equivalent to extra reduction of the power consumption up to 37% in these networks, thus increasing the longevity and reliability of mHealth services.

Objectives: To obtain further information from members of the International Network of Agencies for Health Technology Assessment (INAHTA) on the involvement of consumers in their programs. Methods: A questionnaire for a survey was developed and sent to member agencies in November 2010. Survey responses were compared with those from an earlier survey conducted in 2005. Results: Of the thirty-three agencies that provided responses, 67 percent involve consumers in some aspects of their health technology assessment (HTA) programs, compared with 57 percent in 2005.
