Qualitative Findings From The Practice Of Outsourcing By The Aviation Technical Services Industry In Northern Europe: Comparison With Literature, Jukka Holkeri
Journal of Aviation Technology and Engineering
The outsourcing of maintenance and other technical services is a trend in both military and civil aviation. This article uses input from real outsourcing cases in Northern Europe to verify previous literature findings and to introduce new viewpoints to fill an identified research gap.
Interviews of deeply involved individuals from six cases were selected and analyzed using the Delphi method. The findings were synthesized using a framework that articulates contexts, observed outcomes, and generative mechanisms.
Many of the key literature findings were verified by this case analysis, but there were also some contradictions and new observations that had not been …

A Comparison Of Malfunction-Related Accidents For General Aviation Aircraft Manufactured In 1970–1984 And 2000–2014, Douglas Boyd, Jochen Hinkelbein

The United States general aviation fleet is aging with aircraft manufactured 35–39 years ago representing the most prevalent group. Since older aircraft are more prone to airframe corrosion, fatigue, and brittle electrical wiring, the present study was undertaken to determine whether malfunction-related accidents for general aviation aircraft manufactured between 1970 and 1984 were elevated relative to airplanes produced more recently (2000–2014).
The NTSB aviation accident database was used to identify piston-powered airplane accidents occurring over the 2005–2014 period. Aircraft manufacture year and fleet activity data were from the FAA. Statistical analyses employed contingency tables and Poisson distributions.

Current aviation maintenance work instructions do not display information effectively enough to prevent costly errors and safety concerns. Aircraft are complex assemblies of highly interrelated components that confound troubleshooting and can make the maintenance procedure difficult (Drury & Gramopadhye, 2001). The sophisticated nature of aircraft maintenance necessitates a revolutionized training intervention for aviation maintenance technicians (United States General Accounting Office, 2003). Quite simply, the paper based job task cards fall short of offering rapid access to technical data and the system or component visualization necessary for working on complex integrated aircraft systems. In recent years, roundabouts have been rapidly growing in popularity. As a result, many communities are installing them in their roadways; however, they are encountering difficulties in maintaining them. Uneducated workers can cause damage to roundabouts and to themselves, costing cities time and money. This project aims to create a guide for communities new to roundabouts in order to reduce damages and unnecessary maintenance costs. Data was gathered by determining the most common maintenance questions and problems along with what information was already available on roundabout maintenance. This thesis presents an explicit consideration of the impacts of modeling decisions on the resulting maintenance planning. Incomplete data is common in maintenance planning, but is rarely considered explicitly. Robust optimization aims to minimize the impact of uncertainty--here, in contrast, I show how its impact can be explicitly quantified. Doing so allows decision makers to determine whether it is worthwhile to invest in reducing uncertainty about the system or the effect of maintenance. The thesis consists of two parts. Abstract
According to 2008 Federal Highway Administration (FHWA) statistics, there are 2,734,102 miles of paved public roads in the United Sates, with an additional 1,324,245 miles of unpaved public roads. Road conditions deteriorate with time as the result of weather effects, deicing salts, and vehicle loads. The most common pavement distress includes cracking, rutting, and potholes. These pavement defects must be repaired to restore the pavement to a satisfactory service level for road users. According to the FHWA, in 2006 approximately $54.2 billion dollars was spent on maintenance and expansion, just on U.S. highways alone.

This project developed an AVL system for INDOT that utilized the statewide wireless network, SAFE-T. This option was chosen after doing a cost analysis of commercial AVL systems that use cellular data communications. The system developed provides real time information collected during snow and ice removal. Information includes weather and road conditions, truck speed, amount of chemicals spread, time, location, plow position, and road temperature. This information is displayed on INDOT GIS maps available through a browser on the INDOT network. The data is also transferred to the MDSS that INDOT uses in winter activities. INDOT initiated a study to investigate Performance Based Contracting of maintenance operations. One of the main impetus for the study is that INDOT started a ten year road building program called Major Moves that will add over a 1900 lane miles to the current network. With this addition and coupled with a trend of reduction in maintenance personnel, INDOT is planning how maintenance will be performed. The increased demand on the current highway system has caused transportation agencies to increase scheduling for nighttime work in order to alleviate daytime work zone congestion, especially during peak traffic hours. Although traffic congestion is reduced, safety in nighttime workzones remains a concern among both transportation agencies and contractors. According to the Federal Highway Administration (FHWA), approximately one-half of the fatalities that occurred in workzones nationwide occurred at night. Facility preservation generally refers to the set of activities that are carried out to keep a facility in usable condition until the next reconstruction activity. An INDOT maintenance QA program has been developed and implemented at the activity level. Every maintenance activity is checked and evaluated by QA guidelines. One area that has been considered as an ideal candidate for QA is at the management level of maintenance operations. This program uses a random sample population at a certain confidence level to evaluate the maintenance condition of INDOT roads. Five categories are evaluated: pavement, roadside features, shoulder, drainage, and traffic control. A field inspection program utilizes INDOT personnel and resources. Field data collection and management in DOT organizations requires a considerable amount of resources in the form of personnel and management systems. Recent studies performed by the researcher revealed that an average of 30-50% of some field supervisory personnel's time is spent on processing field data paperwork. This is a considerable amount of time spent on an undesirable task and is taking these employees away from more important job duties.
