Many performance-based durability test methods adopted in various national and international standards were developed decades ago based on short-term evaluations. Most durability tests use various methods to accelerate reactions in order to obtain results in a reasonably short period of time. Then pass/fail criteria are set for these tests in standard specifications. However, the acceleration techniques used maybe overly severe, and preclude the use of concrete materials and mix designs that perform perfectly well in the field. The properties of chloride penetration of hybrid fiber reinforced self-compacting concrete (SCC) were investigated in this study. The results show that, the chloride penetration resistance of concrete can be improved by single incorporation either carbon or cellulose fibers. The concrete chloride diffusion coefficient DRCM of 12-cm length carbon SCC with fiber content of 1.7 kg/m3, 2.72 kg/m3, and 3.4 kg/m3 decreases by 10.3%, 25.5%, and 18.2% compared to reference concrete without any fibers, respectively. The chloride penetration resistance of phosphoaluminate cement (PAC) concrete was investigated in this study. The effects of mixture proportioning parameters, including cement content, water–cement ratio (w/c), and superplasticizer content on chloride ion penetration resistance of PAC concrete were investigated by the rapid chloride migration test (RCM). The result shows that the increase of cement content and the decrease of w/c can reduce the coefficient of chloride ion penetration of PAC concrete at a certain range. Moreover, the penetration of chloride ion can be declined effectively when polycarboxylate superplasticizer is employed.
