Increasing e-commerce activity, competition for shorter delivery times, and innovations in transportation technologies have pushed the industry toward instant delivery logistics. This paper studies a facility location and online demand allocation problem applicable to a logistics company expanding to offer instant delivery service using unmanned aerial vehicles or drones. The problem is decomposed into two stages. During the planning stage, the facilities are located, and product and battery capacity are allocated. During the operational stage, customers place orders dynamically and real-time demand allocation decisions are made. This research intensively reviews and analyzes the strategic management of technology at Nokia Corporation. Using traditional narrative literature review and secondary sources, we reviewed and analyzed the historical transformation of Nokia's core business, leadership strategies, business architecture, R&D policy, innovation strategy, product lunch, and smartphones recognition and demonstration. We identified various strategic gaps that the previous analytical studies seemingly have missed to identify and generalize. This paper shares the experiences of INITS, a business incubator located in Vienna, Austria, which consults to startup firms in Austria and (with partners) in Europe. INITS has investigated the technology readiness levels and market readiness levels of 57 startup firms in a variety of industries, who are engaged in social or environmental entrepreneurship, where the impact motive prevails over the profit motive. Thus, INITS provides 57 longitudinal case studies of social and environmental innovation in startup firms that have gone through the complete incubation process. Managers require metrics to measure organizational performance. However, metrics used by organizations that support technology cluster development are poorly understood in the literature. The most frequently referenced indicator for cluster development is regional economic and jobs data. These macro level indicators are not sufficient to measure the performance inside the cluster, leaving champions and policy makers to struggle with ad-hoc trial and error experimentation. The difficulty in defining and developing a performance measurement system is addressed. This paper lays the groundwork for improved approaches towards measuring the performance of technology cluster initiatives.

A competition was recently held for new elder care technologies and a method was needed for selecting an audience favorite project. Since each of the eight projects received a half hour presentation time slot spread out over a full day, attendance varied significantly with morning projects having a much lower attendance. An algorithm was desired that was robust with respect to varying evaluator. A new algorithm for aggregating ranks from a large number of incomplete judgment was developed and applied to the projects to select a winner. Heuristics are simple rules of thumbs for problem solving that follow a logic that is quite different from consequential logic. They have long been regarded, as an inferior technique for decision making that is the source of irrational decision behavior. Recently, decision making researchers have demonstrated that some heuristics are highly efficient and can compete with complex decision models in some application domains. This paper explores the different streams of research, summarizes the state of the art decision making model, and discusses its implications for complex decisions in engineering and technology management.

Since its origin in 2001, technology forecasting using data envelopment analysis (TFDEA) has been tested with a number of applications. This paper uses a previously published technology forecast comparison of U.S. fighter jets between the years 1944 and 1982 to compare TFDEA to basic regression. Both techniques use aircraft introduced between 1944 and 1960 to predict the first flights of those fighters introduced between 1960 and 1982. TFDEA was found to better predict the first flight dates than the forecast using regression. These results indicate that TFDEA may be a powerful new technique for predicting complex technological trends and time …
