Evaluation of building safety usually covers two broad aspects, viz. structural dependability and occupant safety. The first lends itself to convenient assessment since it is relatively easier to obtain extensive empirical evidence of materials and structural components. The variation of actual results from estimates may be expected to be low because most materials obey well known physical laws. Thus, strict codes are more readily conceptualized and accepted.
