Following the onset of the COVID-19 pandemic there was an observed decrease in traffic safety in the United Sates. New England was no exception to this, with traffic fatality rates increasing in Maine and Connecticut. This increase was attributed to the possibility that drivers had more opportunities to speed following the implementation of COVID-19 stay-at-home orders on roads with drastically reduced volume and decreased speed enforcement. To determine the state of research into the pandemic's effect on traffic safety around the world, an extensive critical review was conducted. Among all traffic collisions, lane departure crashes are the leading type of serious traffic crashes in Maine, comprising 72% of state-wide traffic fatalities. To reduce these crashes, Maine Department of Transportation (MaineDOT) installed shoulder and centerline rumble strips on roadways to prevent lane departure crashes in Maine. With a total installed length of 1503 miles of rumble strips, specifically 511 miles of centerline rumble strips in bidirectional and undivided rural two-lane roadways, there is a need to understand the impact of rumble strips in reducing lane departure crashes. In traditional transportation systems, park-and-ride (P&R) facilities have been introduced to mitigate the congestion problems and improve mobility. This study in the second chapter, develops a framework that integrates a demand model and an optimization model to study the optimal placement of P&R facilities. The results suggest that the optimal placement of P&R facilities has the potential to improve network performance, and reduce emission and vehicle kilometer traveled. In intelligent transportation systems, autonomous vehicles are expected to bring smart mobility to transportation systems, reduce traffic congestion, and improve safety of drivers and passengers by eliminating human errors. Recycled concrete aggregates (RCA) and lightweight aggregates (LWA) are popular alternative aggregates for concrete. However, due to their highly porous structure, concrete with RCA and LWA shows a different microstructure and higher permeability than conventional concrete. Thus, the existing relationships used to evaluate the permeability and, consequently, the durability of concrete are not applicable in concretes with RCA and LWA. This dissertation presents the development and application of Artificial Neural Network (ANN)- based prediction models for Dynamic Modulus (E*), Dynamic Shear Modulus (|Gb*|, Phase Angle (b), Soil-Water Characteristics Curve (SWCC) parameters, and International Roughness Index (IRI). The IRI prediction model considering climatic and traffic conditions of Texas with data from the Long-Term Pavement Performance (LTPP) database with R 2 = 0.92 can be utilized by Local transportation agencies. For the past eleven years (2011 - 2021) in Michigan, 76 percent of all fatal pedestrian crashes occurred at night. Over the same period, about 36 percent of pedestrian nighttime crashes were fatal or incapacitating (KA), while only 25 percent of daytime pedestrian crashes were fatal or incapacitating (KA). Previous studies suggest that, overall, poor neighborhoods and racial minorities are associated with more pedestrian crashes. Compression tests were performed on three samples of permeable concrete to evaluate the effects of admixes on a conventional permeable concrete. The first mix served as the control, representing a standard permeable concrete sample. The second mix replicated the control but added a small amount of fiberglass, accounting for 0.5% of the cement's weight. The third mix again mirrored the control and incorporated the manufacturer's recommended amount of a water reducing admix known as "Reducer 555". Most notably, five D variables of the built environment including density, diversity, design, destination accessibility, and distance to transit are the key variables included in this research to explain VMT generation from housing developments. This dissertation addresses this challenge by conducting a comprehensive review of existing transportation equity literature and identifying two critical gaps: the lack of data-driven approaches to studying spatial mismatch between transportation supply and demand, and limited information on women's perceptions and expectations towards emerging transportation services.

This dissertation focuses on the challenge of pedestrian interaction with autonomous vehicles (AVs) at unmarked midblock locations where the right-of-way is unspecified. Truck platooning can potentially increase the operational efficiency of freight movement on U.S. corridors, improving commercial productivity and economic vibrancy.
