This paper describes a procedure for improving the resilience of roadway networks. A methodology is outlined that develops a time-dependent and performance-based resilience index. This methodology was applied to an Italian road, with the aim of optimizing intersections that are critical due to inadequate baseline capacity. The methodology uses a calibrated microscopic traffic model (using Aimsun™) whereby average delay at intersection approaches are estimated by an analytical model. From the simulation, average speed over time is obtained for each approach. These values in turn are used as inputs for calculating each intersection’s resilience index. Constructability review is a process used during project design to infuse construction knowledge into the design process. There is industry impetus encouraging early construction involvement in project development. State transportation agencies often have to abide by legislation restricting these procurement methods leaving construability review as the only opportunity for early construction involvement. Staffing and budgetary constraints lead to state transportation agencies being very cautious in the practices and processes they implement that seemingly lie outside the main missions of project development and delivery. While seismic rehabilitation process for road infrastructures has been traditionally based on seismic factors, consideration of non-seismic factors is necessary for reliable project ranking. Non-seismic factors include socioeconomic criteria, determining the value of a project to its users’ community. Based on the information obtained from a questionnaire survey and literature review, this paper identifies a set of effective rehabilitation criteria (ERC) for seismic rehabilitation decision-making to develop a priority index that is applied to determine the rehabilitation priority.
