Most tools and models of performance and quality of service management are generic and do not solve complex technical systems. The critical components of the system need such tools to assess their efficiency to make a better decision about them. The purpose of this project is to obtain stakeholder views on a range of aspects relating to a proactive planning process to build transmission facilities in coordination with development of floating offshore wind (OSW) in southern Oregon and northern California.
