The construction industry is one of the most dangerous sectors of the US economy. As such, the safety attitudes and climate within small (residential) contracting firms may play a role in providing a safe culture and working environment. The intent of this practitioner-based research study is to compare and determine if there is a difference in safety practices—based on documented field inspections and their related original number of violations observed by OSHA—between union residential carpentry contractors in the St. Louis area and:

Controversial discussions on causality have been present in ancient philosophy since the days of Aristotle. Despite the use of this concept in numerous subjects, there is no consensus on the definition of causality and its possible mathematization. Many authors have analyzed the relation between causes and effects; the predominant school of thought reduces causation to a physical relation (either deterministic or probabilistic) between two events. The distinction between causes and consequences is not always clear and meaningful as different “layers of understanding” may be applied to the notion of causality. Approaches to simulate single- and multiple-component multiple-station ground motion records with target spatial coherency and spatial correlation structures are developed for scenario events in this study. To develop the approaches, spatial correlation of the Fourier amplitude spectrum for a random orientation and for two orthogonal directions is assessed, and empirical equations are suggested. Moreover, spatial coherency of ground motions for two orthogonal horizontal directions is estimated using actual records from seven seismic events. Empirical coherency function is suggested for the components of records in two orthogonal horizontal directions at single and multiple recording stations. It was also found that the …

Entropy is a fundamental measure of information content which has been applied in a wide variety of fields. We present three applications of entropy in the industrial engineering field: dispatching of Automatic Guided Vehicles (AGV), ranking and selection of simulated systems based on the mean performance measure, and comparison between random variables based on cumulative probability distributions.
The first application proposes three entropy-based AGV dispatching algorithms. We contribute to the body of knowledge by considering the consequence of potential AGV moves on the load balance of the factory before AGVs are dispatched. Kullback-Leibler directed divergence is applied to measure the …

We report the development of a prototype Decision Support Tool (DST) for modelling the risks of spreading of non-indegenous invasive species via ballast water. The DST constitutes of two types of models: A 3D hydrodynamical model calculates the currents in the North Sea and Danish Straits, and an agent-based model estimates the dispersal of selected model organisms with the prevailing currents calculated by the 3D hydrodynamical model. The analysis is concluded by a post processing activity, where scenarios of dispersal are combined into an interim estimate of connectivity within the study area. The latter can be used as a tool …

The Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack has provided a compelling case for protecting civilian infrastructure against the effects of EMP and geomagnetic disturbances (GMD) caused by severe solar storms. Similar to protecting critical infrastructure against any hazard, it will be important to take a risk-based priority approach for these two electromagnetic threats, recognizing that it will be fiscally impracticable to protect everything. Wind and wave loads on offshore structures show nonlinear effects, which require nonGaussian statistical models. Here we critically review the behavior of various nonGaussian models. We first survey moment-based models; in particular, the four-moment “Hermite” model, a cubic transformation often used in wind and wave applications. We then derive an “L-Hermite” model, an alternative cubic transformation calibrated by the response “L-moments” rather than its ordinary statistical moments. These L-moments have recently found increasing use, in part because they show less sensitivity to distribution tails than ordinary moments. We find here, however, that these L-moments may not convey sufficient information to …

This paper presents the STAMP (systems-theoretic accident modeling and processes) accident model, based on systems theory, and describes its application in the context of risk prevention related to the remediation of contaminated sediments. The implementation of the model is described, and results are presented both in methodological and technical terms. The goal of this article is to emphasize the need of new approaches to take into account hazards and accidents within socio-technical systems.

This research attempted to capture the creative aspects of government program management in three specific areas: efficiently navigating oversight, capturing the intent of regulations, and developing innovative risk management practices. Respected acquisition leaders with diverse backgrounds and experiences were interviewed with ranks ranging from 0-6 to 0-8 and GS-15 to SES. Several contractor interviews were conducted for specific purposes. The data were iteratively coded and analyzed using ATLAS.ti. The results were categorized into four themes, each with three sub-elements. Previous DoD cost growth studies found typical cost growth in defense acquisitions is around forty-six to sixty percent of the original estimate. The research in this study addresses the identification of risk and uncertainty benchmarks by providing decision makers with coefficient of variation ranges for cost estimates. The study recommends coefficient of variation (CV) ranges for Air Force Acquisition programs, determines if different CV ranges should be used based on platform type, and determines if CV decreases over the course of the program's acquisition lifecycle.
