Traffic incident analysis is a crucial task in traffic management centers (TMCs) that typically manage many highways with limited staff and resources. An effective automatic incident analysis approach that can report abnormal events timely and accurately will benefit TMCs in optimizing the use of limited incident response and management resources. During the past decades, significant efforts have been made by researchers towards the development of data-driven approaches for incident analysis. Probe vehicle data are increasingly becoming the primary source of traffic data. As probe vehicle data become more widespread, it is imperative that methods are developed so that traffic state estimators such as flow, density, and speed can be derived from such data. In this dissertation three different methodologies are proposed for predicting traffic flow or volume on a freeway. All of the proposed methodologies exploit several different traffic flow theories in conjunction with probe vehicle data to predict traffic flow. Crash frequency modelling has been used in the past as an attempt to quantify the expected number of crashes occurring on a certain segment of roadway given a set of variables and factors describing the roadway segment and the traffic along that segment. These models are referred to as the Safety Performance Functions (SPFs) in the Highway Safety Manual (HSM). In past studies, these SPFs have focused primarily on roadway geometric information along with limited traffic exposure data such as traffic volume.
