TRC Policy Brief: Rural areas often lack adequate pedestrian infrastructure, resulting in elevated safety risks for pedestrians. The combination of higher speed limits and reduced driver awareness amplifies the potential for pedestrian collisions when crossing the roadway.
This study addresses uncertainty about the effectiveness of rectangular rapid flashing beacons (RRFBs) and LED-embedded signs (LESs) as potential safety interventions. RRFBs and LESs are both pedestrian crossing treatments that allow pedestrians to activate lights to alert drivers of their intent to cross. RRFBs include horizontal LED lights mounted to the sign pole, while LESs include LEDs embedded in the edge of the …

The European Union Aviation Safety Agency (EASA) continues to promulgate Safety Management Systems (SMS) across aviation organizations when it recently issued SMS requirements for EASA certificated Part 145 maintenance, repair and overhaul (MRO) organizations and Part 21 Design & Manufacturing (D&M) organizations. Currently, the Federal Aviation Administration (FAA) has no such rule in place for these U.S.-based organizations, which may challenge those doing business in countries where EASA policies apply. Given that a majority of the United States’ D&M and MRO population is made up of smaller organizations, it is likely a U.S. SMS regulation will require justification of the …

Every year, over 60,000 work zone crashes are reported in the United States (FHWA 2016). Such work zone crashes have resulted in over 4,400 fatal and 200,000 non-fatal injuries in the last 5 years (FHWA 2016, BLS 2014). Apart from the physical and emotional trauma, the annual cost of these injuries exceeds $4 million-representing significant wasted resources. To improve work zone safety, this research developed a system architecture for unveiling high-risk behavioral patterns among highway workers, equipment operators, and drivers within dynamic highway work zones. Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs.
The simulation evaluated the impact of various factors (e.g., speed, volume, directional split, etc.) on ELR operation. Results lay the foundation for a siting criterion. …

Inherent safety (IS) refers to a set of measures that enhance the safety level of processes and equipment, rendering additional equipment and/or add-ons. The early design phase of processes is suited best for implementation of IS strategies as some of such strategies either are impossible to be implemented at the operation phase or substantially increase costs. Few studies have been conducted that have truly considered the relevance and inadequacies of applicable aircraft rescue and firefighting (ARFF) regulations. Fewer still have studied and explored accident cases that directly exemplify the deficiencies and inconsistencies of various regulatory standards and requirements. This study seeks to expose and explain those inadequacies by utilizing a historical, case-study type research method to examine accident cases during which time the governing regulations played a significant role in the ARFF operations. Passengers rank safety as a key factor in airline choice. Thus, safety performance impacts an airline's ability to attract customers. The purpose of this correlational study was to examine the relationship and difference between airline category low-cost carriers (LCCs) and full-service carriers (FSCs), geographical region, and safety performance measured by accident rates. The target population comprised all airlines in all countries that had an accident during the 14-year period 2004 to 2017. Data consisted of archival data of all global airline accidents and airline departure frequencies for the 14-year period. The risk of fatigue on pilot performance and safety is well recognized in aviation. In response to increased safety concerns, the Federal Aviation Administration addressed fatigue risk for passenger airline pilots in Title 14 Code of Federal Regulations Part 117, which included accommodations to address fatigue related risk-factors such as circadian rhythm and the phenomenon commonly described as jet-lag. The rule became effective in January 2014. A survey was conducted in March and April of 2014 to better understand pilot perceptions of the new Part 117 rule. It is also global in that the states of the world (countries) regulate the industry domestically and internationally. There is a unique stage where the world comes together to promote aviation, discuss ideas and establish international standards. This stage is the International Civil Aviation Organization (ICAO).
