Since the emergence of commercial aviation in the early part of last century, economic forces have driven a steadily increasing demand for air transportation. Increasing density of aircraft operating in a finite volume of airspace is accompanied by a corresponding increase in the risk of collision, and in response to a growing number of incidents and accidents involving collisions between aircraft, governments worldwide have developed air traffic control systems and procedures to mitigate this risk. Risk management (RM) and Knowledge management (KM) have mostly been treated as separate management philosophies. Risk management is a widely taught topic in academia and is practiced in industry. Knowledge management is being taught at increasingly more colleges and many companies are discovering a need for managing knowledge. This dissertation shows that some research has been conducted to apply the principles of knowledge management in establishing risk management plans. This work formulates an analytical framework and computational model for assessing risk in engineering enterprise systems. It addresses the engineering management problem of how to represent, model, and measure risk in large-scale, complex systems engineered to function in enterprise-wide environments.

The research in this dissertation extends current practice in the management of risk for traditional systems and creates new constructs and protocols for the management of risk in engineering large-scale, complex, and highly networked enterprise systems.
