In 2014, the California legislature for the first time took some steps to create a framework for regulating groundwater pumping in over-drafted basins by adopting the Sustainable Groundwater Management Act (SGMA), representing California's first statewide groundwater management planning program. SGMA called for local agencies to develop groundwater sustainability plans within the next five to seven years and then achieve sustainable levels of groundwater extraction by approximately 2040 to 2045. California's prior efforts to regulate groundwater extraction is discussed, as well as groundwater depletion.

The purpose of the investigation was to develop a better understanding of the hydrogeologic setting in the North Monterey County (North County) area and to quantify the various components of water supply and demand. The investigation also focused on the institutional and planning issues associated with the resource limitations and suggests possible responses to these limitations. An analysis of the historical cause of seawater intrusion in the Pressure Area of Monterey County. An annual overdraft of groundwater resources near the coast coupled with a seasonal cycle of over pumping created a reversal in the groundwater gradient and associated cones of depression. "Marine intrusion has occurred in the 180-foot aquifer in recent years as a result of overdrafts." (Bulletin 52, 1946, p.27). The only overdrafts on groundwater in the Salinas Valley were in the East Side and Pressure Areas. The California Department of Water Resources (DWR) and the State Water Resources Control Board (SWRCB) are encouraging local and regional water management planners to establish integrated regional water management plans through the collaboration of planning efforts and project coordination. The intent is to encourage planners to implement projects focused on meeting multiple water resources needs on a regional basis. Jointly, both agencies are soliciting grant applications for Proposition 50 Chapter 8 grant funding, which was established to provide a fiscal tool to support integrated regional water management. The intent of this report was to summarize existing written histories of the site and to document the existing conditions of the physical and cultural landscape at the Mission, This report focused on the viewshed and overall physical and cultural landscape of Mission San Antonio de Padua and its surroundings. There are no drawings of the site included in this documentation nor was the precise location and species of each plant type within the study area have not been documented or recorded. The study area encompasses approximately 650 acres.

The death penalty, or capital punishment, is the use of execution through hanging, beheading, drowning, gas chambers, lethal injection, and electrocution among others in response to a crime. This has spurred much debate on whether it should be used for reasons such as ethics, revenge, economics, effectiveness as a deterrent, and constitutionality. Capital punishment has roots that date back to the 18th century B.C., but, as of 2016, has been abolished in law or practice by more than two thirds of the world’s countries and several states within the United States. Paul Baran’s seminal 1964 article “On Distributed Communications Networks” that first proposed packet switching also advanced an underappreciated vision of network architecture: a lattice-like, distributed network, in which each node of the Internet would be homogeneous and equal in status to all other nodes. Scholars who have subsequently embraced the concept of a lattice-like network approach have largely overlooked the extent to which it is both inconsistent with network theory (associated with the work of Duncan Watts and Albert-László Barabási), which emphasizes the importance of short cuts and hubs in enabling networks to scale, and the actual way, the Internet …

Despite global condemnation, sex trafficking continues to plague our world. Even in developed countries, the problem persists. Technological advancements, like the Internet, have spurred the development of organized sex trafficking networks and have made “transactions” easier. Although law enforcement agencies have tried to adapt their investigative techniques to combat the problem, developments in technology move at a much quicker rate.

Yelp’S Review Filtering Algorithm, Yao Yao, Ivelin Angelov, Jack Rasmus-Vorrath, Mooyoung Lee, Daniel W. Engels

In this paper, we present an analysis of features influencing Yelp's proprietary review filtering algorithm. Classifying or misclassifying reviews as recommended or non-recommended affects average ratings, consumer decisions, and ultimately, business revenue. Our analysis involves systematically sampling and scraping Yelp restaurant reviews. Features are extracted from review metadata and engineered from metrics and scores generated using text classifiers and sentiment analysis. The coefficients of a multivariate logistic regression model were interpreted as quantifications of the relative importance of features in classifying reviews as recommended or non-recommended. The model classified review recommendations with an accuracy of 78%. We found that reviews …

In this report, Shakow explains how a decentralized autonomous organization functions and interacts with the U.S. tax system and presents the many tax issues that these structures raise. The possibility of using smart contracts to allow an entity to operate totally autonomously on a blockchain platform seems attractive. However, little thought has been given to how such an entity can comply with the requirements of a tax system. The DAO, the first major attempt to create such an organization, failed because of a programming error.
