Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. This leaves districts with more highly valued property at an advantage. The traditional method of teaching welding has remained unchanged for decades. In this model, an instructor gives demonstrations to a class of students and then helps them individually as they practice the techniques of welding. This traditional instructional method has been effective but is time consuming. In order to begin to understand how to design programs that promote community development and produce beneficial outcomes for community members, we must first define the elements and functions of such a community.
