In 1965 Lofti Zadeh published his paper on fuzzy set theory , putting it forward as a way of more closely realising the human thought process. Many systems developed to aid human activities have been based on definitive , yes/no, type decision making processes. In December 2014 the Government Contracts Committee for Construction, (GCCC), published its Report on the Review of the Performance of the Public Works Contract. The report proposed 4 interim measures to amend the Public Works Contracts.

Perhaps unlike other professions, engineering is strangely difficult to define or describe. This is nowhere as evident as when an attempt is made to articulate its epis-temological basis. Engineering has a rich and complex ‘gene pool’ which goes back to when people first built shelters and shaped implements for agricultural purposes.
