The legislature of 1921 appropriated $200,000 for an investigation of California's water resources by the State Department of Public Works, Division of Engineering and Irrigation. Accordingly, an engineering investigation was completed and a report on California's water resources transmitted to the legislature on January 1, 1923. The report addresses the geology, precipitation and run-off in California.

The Pajaro Valley Water Management Agency (PVWMA) must deal with issues of both water supply and water quality. Managing water resources for agricultural and municipal users requires maintaining a reliable water supply to meet growing demands while preventing ground-water overdraft and the related degradation of water quality. Important regional water-quality concerns include increased nitrate concentrations and seawater intrusion. In order to fulfill Monterey County's need for a long-term water resources management plan to ensure good quality water, improve existing water quality, and to provide adequate water supplies, the county developed the Salinas River Basin Management Plan.
