The closed basins area, which includes parts of Day, Marshall, Roberts, Codington, and Clark Counties, in northeastern South Dakota, was declared a Federal Disaster Area in 1990. Under the sponsorship of Region 8 of the Federal Emergency management Agency, an interagency study team was formed to conduct an interdisciplinary scientific investigation of the flooding n the closed basins area. Transportation Research Center: Public Perception of Midwest Pavements

This report covers Phase II of a three-phase pooled-fund project in Wisconsin, Iowa and Minnesota, to determine the perception/satisfaction levels of the driving public and how they correlate with the states’ physical data bases used to determine priorities for pavement improvements on rural, two-lane highways. In addition, policy issues of trust and improvement trade-offs are addressed.

In Phase I, six focus groups were conducted in each state to determine the beliefs and issues about pavements that could be used to draft statewide questionnaires. Focus groups were held during the last half of 1996 in all three states. From the focus …

EXECUTIVE SUMMARY

A devastating flood in Red River valley in 1997 emphasized the need to study the flood control measures in the Red River basin using state of the art modeling tools. The Red River and its floodplains can be modeled using one-dimensional, quasi two-dimensional or fully two-dimensional hydrodynamic models. Each modeling approach has its own advantages and limitations. The main purpose of this report is a comparison between one-dimensional (or quasi two dimensional) and fully two-dimensional hydrodynamic modeling approaches for modeling floods in the Red River basin.

This report summarizes the results of a random telephone survey of households in the Greater Cincinnati and Northern Kentucky Area. The objective was to determine awareness of the traffic management center and its telephone travel information service. A secondary objective was to determine the public's preference for dialing and recalling phone numbers for travel information. The survey found that 39% were aware of a traffic management center while 55% were aware of a telephone traffic information service. Awareness varied by work location, household characteristics and personal attributes. Some households that could potentially benefit from the service were unaware of its …

Nutter Center of the Wright State University. The role of the composition of surface-coating materials in controlling trace metal adsorption in aquatic environments was investigated using natural biofilms that developed on glass slides in three New York State lakes and a water-supply well. Adsorption isotherms were obtained for Pb binding to each of the biofilms in solutions with defined Pb speciation at 25°C and pH 6.0, with Pb concentrations ranging from 0.2 to 2.0 μM. Adsorption isotherms for Pb binding to laboratory-derived metal oxides and surrogate organic materials were determined under the same conditions. An improved capacity‐demand‐diagram method that uses the well‐known constant‐ductility design spectrum for the demand diagram is developed and illustrated by examples. This method estimates the deformation of inelastic SDF systems consistent with the selected inelastic design spectrum, while retaining the attraction of graphical implementation of the ATC‐40 Nonlinear Static Procedure. One version of the improved method is graphically similar to ATC‐40 Procedure A whereas the second version is graphically similar to ATC‐40 Procedure B. Transportation Research Center: Feasible Pavement Design Alternatives

The current pavement design and selection process of WisDOT for all new pavements or reconstructions of existing pavement structures provides for the design of one asphaltic concrete (AC) and one portland cement concrete (PCC) pavement alternative. Life-cycle costs analyses are then used to determine the preferred alternative for construction. Previous restrictions in the WisDOT pavement selection process have essentially excluded the construction of thick AC (AC thickness > 150 mm) and thin PCC (PCC thickness < 225 mm) pavements and thus the validity of current life-cycle cost inputs for these pavement types is under question.

The objective of this study was to establish 1999 safety belt and child safety seat usage rates in Kentucky. The 1999 survey continues to document the results after enactment of a statewide mandatory safety belt law in 1994. Data were collected at 200 sites spread across Kentucky. Data from the individual sites were combined into a statewide percentage considering function classification, geographic region, and vehicle miles traveled.

The data show that the usage rate increased in 1999 after a few years where the rate had remained at a stable level below the highest value which occurred in 1994 immediately after …

The ADAPTIR system (Automated Data Acquisition and Processing of Traffic Information in Real Time) uses variable message signs (VMS) equipped with radar units, along with a software program to interpret the data, to display appropriate warning and advisory messages to motorists approaching a work zone when certain speed and delay thresholds are met. The overall conclusion of the evaluation is that the ADAPTIR type system is an effective method to provide real time information to motorists approaching a work zone. A primary objective of this study was to determine average accident statistics for Kentucky highways. Average and critical numbers and rates of accidents were calculated for various types of highways in rural and urban areas. Approximately 93 percent of all pavements in the United States are surfaced with hot-mix asphalt (HMA). For many decades, most asphalt pavements were designed using the Marshall mix design method. In 1987, the Strategic Highway Research Program was established with 50 million dollars being allocated for asphalt pavement research. From that research, a new asphalt mix design procedure, called Superpave, was developed. Many states have adopted, or are in the process of adopting, this procedure, including Kentucky. During the 1986 General Assembly the Extended-Weight Coal Haul Road System was created by the Kentucky State Legislature. This system was defined to include those highways where more than 50,000 tons of coal had been hauled during the previous year. Trucks hauling coal on the extended-weight system were authorized to exceed the normal weights limits through the payment of an annual decal fee.

Local scour around the base of a bridge pier or abutment occurs as the result of flow acceleration around the obstruction, formation of a vertical pressure gradient along the upstream end, and generation of vortices at the base of the structure. The flow patterns around piers and abutments are complex in detail, and the complexity increases as a scour hole forms in the bed around the structures. High pressure water jetting was evaluated as a surface preparation tool for bridge maintenance painting. The tests were conducted on the John F. Kennedy Bridge, which has lead containing existing paint system. The primary concerns were the surface preparation and the lead levels of the wastewater. Test areas were washed at 10,000 psi, 15,000 psi, and 20,000 psi and wastewater was collected for analysis. Lead tests were conducted on unfiltered wastewater and wastewater filtered through a variety of filter fabrics. The objectives of the thesis are twofold: (a) validation of trip generation rates for land use 846 (LU-846) published in ITE's Trip Generation Manual, and (b) the generation of trip generation models for a newly introduced land use, the gasoline station with convenience market, quick service restaurant and car wash. Data was collected at five sites representative of the new land use and the number of trips produced by the sites were compared with estimates made using the ITE rates for LU-846. The ITE rates were found to underestimate trip generation by 50% to 400%. Additionally, Multiple regression was performed …

The present pavement selection policy of the Wisconsin Department of Transportation (WisDOT) limits the design alternatives for Portland Cement Concrete (PCC) pavements and inhibits the designer's ability to select cross-sections deviating from uniform slab thicknesses with doweled transverse joints. Currently, uniform slab thicknesses and conventional joint load transfer devices are incorporated into the design based on the heavy truck traffic in the outer lane. While this strategy provides for adequate pavement structure in this truck lane to limit faulting and slab cracking to tolerable levels, there is a potential for over-design in other traffic lanes which receive significantly lower Equivalent …

The objectives of this study were to first evaluate the existing traffic conditions along the NE part of New Circle Road and investigate the use of unconventional left turn treatments, as well as other access restrictions to improve the operating conditions of New Circle Road. The alternatives examined include a do-nothing alternative, the addition of one through lane per direction, the use of median U-turns at various locations, and combinations of them. Restrictive left turn strategies proved to be a more successful tool for traffic management on New Circle Road than simply adding a lane in each direction. Using median …

We present a methodology to account for the stochastic nature of hydraulic conductivity during the design of pump-and-treat systems for aquifer cleanup. The methodology (1) uses a genetic algorithm to find the global optimal solution and (2) incorporates a neural network to model the response surface within the genetic algorithm. We apply the methodology for a real example and different optimization scenarios. The employed optimization formulation requires few hydraulic conductivity realizations. The presented approach produces a trade-off curve between reliability and treatment facility size .
