High Recovery Inland Desalination: A Technical And Economic Performance Evaluation Of Zero Discharge Desalination And Other Technologies, Malynda Aragon Cappelle

Increasing population and diminishing freshwater resources are leading to increased competition between users of freshwater, both in terms of surface water and groundwater. Desalination can augment the water supply, but conventional approaches like reverse osmosis are usually limited to 70-80% recovery. Inland brine disposal options are often limited, presenting significant technical and economic obstacles to implementing desalination technology. In comparison to conventional desalination technologies, high recovery desalination methods such as Zero Discharge Desalination (ZDD) offer substantially higher potable water yield (i.e., 95-98%) from brackish water. Clean drinking water is often considered a right and not a privilege, especially in first world countries. However, thousands of residents of colonias (settlements in the U.S. that lack access to basic infrastructure) struggle to obtain clean drinking water, including some in the Paso del Norte Region. Residents of colonias located in Doña Ana County, NM, and El Paso County, TX typically rely on domestic wells and hauled water, respectively, but these sources may be of inadequate quality, potentially posing a health risk due to microbiological contamination, presence of arsenic, or elevated concentration of total dissolved solids. The Concentrate Enhanced Recovery Reverse Osmosis (CERRO) Process is a new method to treat RO concentrate and brackish water with high concentrations of silica and calcium sulfate. Prior investigations have shown that the CERRO process can treat this kind of water without fouling or scaling the membranes, but the main factors that allow the system to operate in such conditions were not studied. The city of El Paso has the largest inland brackish desalination plant in the world. The Kay Bailey Hutchison (KBH) Desalting plant produces 15 million of permeate water every day. Due to the excellent quality of the water, the permeate water is blended with brackish water producing a final volume of 27.5 million gallons of water every day. With an average recovery rate of 80%, the KBH plant produces an average of 3 million gallons of concentrated brackish water that is disposed of via injection wells 23 miles from the plant.
