Pavement maintenance and rehabilitation are critical and costly elements for highway agencies. A challenge for transportation agencies is to preserve roadways in an appropriate condition and extend the pavement service life while maintaining the safety and satisfaction of its users, and maximize the benefits obtained by the repair investments. Pavement maintenance programming is increasing in complexity due to limited resources and increments in traffic and population. Management decisions are usually based on personal judgment by pavement managers and sometimes those decisions are not even supported by previous experience. This thesis showed how to improve water and financial savings for UTEP and El Paso by improving water conservation and sustainability of the UTEP campus. The goals of this research were successfully accomplished by focusing in three principal objectives.
1. Analyze historical data of water consumption of the UTEP campus for the past decade.
2. Evaluate water consumption to quantify water consumption by buildings and type of use, as well as provide recommendations for water and cost savings.
3. Synthesize a water management framework within the UTEP Facilities' Geographic Information System (GIS) for long-term monitoring and evaluation

Low Impact Development (Lid) Structures For Groundwater Management And Watershed Protection In The Amrc10 Watershed, El Paso Texas, Ricardo Sabino Marmolejo

The AMRC10 watershed was modeled in HEC-HMS and in Green Values. Theoretical storm water conveyance and capture models were tested in these programs along with several Low environmental Impact Development features to determine their applicability and performance at this site. Lots should all be designed with all roof downspouts draining into raingardens, at least half of all lawns should be natural landscaping using local vegetation, porous pavement should be used for all driveways, sidewalks and non-street pavement and drainage to the stormwater conveyance structures should make use of drainage swales instead of storm water pipes.
