The first purpose of this thesis is to frame an enabling act that could be submitted to legislature for adoption. Such an act would authorize the use of plane coordinate system, but not make it mandatory. Twenty-four states have passed laws establishing state coordinate systems.

A second purpose of this thesis is to provide practicing engineers with all the necessary information and explanatory material in one manuscript to permit them to apply the system to their work. An example is worked out in detail using local points known to local men and fully explained step by step.

This survey was conducted at the request of the Traffic Division of the El Paso Police Department for the purpose of improving the supervision and administration of the department. The main conclusions, in addition to the recommendation of certain changes and expansions of the Police Department, was that the city hire a traffic engineer to unsnarl its traffic problems. At this writing preliminary steps have been taken in both directions by the commission.

It was the purpose of this study (1) to show the variations that may be expected in the strength characteristics of different shipments of Portland cement of the same brand from the same cement mill; (2) to show the variations in the strength characteristics of different brands of cement; and (3) to develop an accelerated strength test for Portland cement upon which the strength of the concrete made from the cement could be predicted.
