Fixed Base Operators (FBOs) are major service providers for the general aviation (GA) sector, which closely connect the public with the aviation industry. However, over the past decade, the U.S. GA industry has experienced a decline in the numbers of registered aircraft, pilots, and airports. Due to the fact that FBOs significantly contribute to the aviation industry, further research studies regarding the FBO-sector at a national level are needed. The purpose of this dissertation was to identify and prioritize the critical success factors (CSFs) that promote the success of FBO operations in the United States.

Most departments of transportation, including Indiana’s, currently use the Superpave mixture design method to design asphalt mixtures. This method specifies that the optimum asphalt content for a given gradation be selected at 4 percent air voids. During construction, these mixtures are typically compacted to 7-8 percent air voids. If mixtures were designed to be more compactable in the field they could be compacted to the same density as the laboratory mixture design, which would increase pavement durability by decreasing the in-place air voids. The first part of the dissertation is devoted to the traffic flow modeling of connected vehicles. Fog seal is a type of treatment that uses a diluted asphalt emulsion to seal and protect an existing asphalt surface from a variety of distresses. Fog seal is sprayed on top of an asphalt pavement surface to improve and protect it from further cracking and raveling. Rejuvenator is also a type of treatment that penetrates into the asphalt pavement and restores its original viscoelastic properties. The objective of this thesis was to investigate the factors that affect capacity-related driver behavior on modern roundabouts built on high-speed roads. The capacity of roundabouts is strongly affected by the behavior of drivers as represented by critical headway (critical gap) and follow-up headway (follow-up time). The effects of heavy vehicles (single-unit truck, bus, and semi-trailer) and area type (rural or urban) on roundabout capacity were investigated by comparing the critical headways for roundabouts located on high-speed and low-speed roads. Low impact development (LID) practices are gaining popularity as a way to manage stormwater close to the source. This reduces infrastructure requirements and helps to maintain hydrologic processes close to predevelopment conditions. Studies have shown LID practices to be effective in reducing runoff and improving water quality.
