Bicyclist safety at urban intersections is a critical element for encouraging an increase in bicycle commuting. With cyclist injury and fatality rates rising due to collisions with vehicles at signalized intersections, increasing the safety of riders continues to be an important consideration when promoting this mode of transportation. Previous research has addressed crash causality and helped to develop several roadway treatments to improve bicyclist safety, but little has been done to compare and contrast the benefits of the various treatment types. This paper presents a before and after analysis of the impact of posted speed limit (PSL) changes on passenger car (FHWA class two vehicles) speeds in Portland, OR. The study focuses on urban roads, comparing sites that underwent a PSL 5-mph reduction (treatment sites) and sites where the PSL did not change (control sites). Sites with a high percentage of and priority for cyclists (neighborhood greenways) and sites with a more standard traffic composition were compared. This grant supported coursework and laboratory development and expanded research capacity, promoting (a) innovative learning activities that expose students to cutting-edge methods of bridge structural health and behavior monitoring and (b) research by our growing group of graduate students using developing technologies (specifically, shake tables and iPods with on-board accelerometers). As transportation infrastructure reaches and exceeds its design life, engineering efforts are turning to evaluation, rehabilitation and repair. Accurately assessing structures to determine their future performance and remaining life is becoming a primary job function for many civil engineers.

Several methods exist for quantifying the quality of service provided by a roadway from a bicyclist’s perspective; however, many of these models do not consider physically protected bike lanes and, of those that do, none is based on empirical data from the US. This is problematic as engineers, planners, and elected officials are increasingly looking to objective performance measures to help guide transportation project design and funding prioritization decisions. Even in areas with increased levels of bicycling, there remains a significant “gender gap” in bicycling in the United States, in contrast to many other countries with high rates of bicycling. The primary objective of this paper was to explore whether protected bike lanes could help reduce the gender gap. To do so, the authors used survey data from a comprehensive evaluation of protected bike lanes in five large U.S. cities (Austin, TX, Chicago, IL, Portland, OR, San Francisco, CA, and Washington, DC) that included survey responses of 1,111 intercepted bicyclists and 2,283 residents. Cities and Counties are faced with increasing traffic congestion due to rapidly increasing population. Like many agencies, the City of Gresham has struggled with how to manage the increasing congestion with limited funds for major roadway widening projects. Gresham has recognized the need to optimize existing system capacity to get the most out of their current transportation system infrastructure investment.
