The current Air Force Civil Engineer Center (AFCEC) built infrastructure Facility Sustainment Restoration and Modernization (FSRM) portfolio management methodology results in an unbalanced project portfolio. The consequence of this unbalance is that majority of the funding goes towards buildings on the flightline and Facility Support Services activities do not get adequate funding which leads to further deterioration of those facilities. This research investigates whether decision support framework based on Value-Focused Thinking (VFT) process yields better project selection outcomes for facility and infrastructure maintenance organizations. Deteriorating and failing federal facilities represent a cost to leaders and organizations as they attempt to manage and maintain these assets. Currently the Air Force employs the BUILDERTM Sustainment Management System to predict the reliability of building components. At different system levels, however, the probabilities of failure are not predicted. The overall goal of this research was to provide Department of Defense (DoD) decision-makers in the Republic of Korea (ROK) with preferred innovative site characterization technologies and risk assessment methods to meet their needs in obtaining hazardous waste site data and then prioritizing those sites for remediation based upon risk. Application of a variational optimization technique has demonstrated the potential strength of pulsed pumping operations for use at existing pump-and-treat aquifer remediation sites. The optimized pulsed pumping technique has exhibited notable improvements in operational effectiveness over continuous pumping. The optimized pulsed pumping technique has also exhibited an advantage over uniform time intervals for pumping and resting cycles. The most important finding supports the potential for managing and improving pumping operations in the absence of complete knowledge of plume characteristics.
