TRC Policy Brief: Rural areas often lack adequate pedestrian infrastructure, resulting in elevated safety risks for pedestrians. The combination of higher speed limits and reduced driver awareness amplifies the potential for pedestrian collisions when crossing the roadway.

This study addresses uncertainty about the effectiveness of rectangular rapid flashing beacons (RRFBs) and LED-embedded signs (LESs) as potential safety interventions. RRFBs and LESs are both pedestrian crossing treatments that allow pedestrians to activate lights to alert drivers of their intent to cross. This research focused on traffic safety and operational performance of rural, minor approach stop-controlled intersections with free right-turn (FRT) ramps. The objectives of the research were to:

  • Create a statewide inventory of rural FRT ramp intersections and provide to the Nebraska Department of Transportation (NDOT),

Every year, over 60,000 work zone crashes are reported in the United States (FHWA 2016). Such work zone crashes have resulted in over 4,400 fatal and 200,000 non-fatal injuries in the last 5 years (FHWA 2016, BLS 2014). Apart from the physical and emotional trauma, the annual cost of these injuries exceeds $4 million-representing significant wasted resources. “Every law enforcement agency whose officers investigate a vehicle accident of which a report must be made...shall file a report of the accident...within ten days after investigation of the accident upon forms supplied by the bureau.”

The stated purpose of this requirement is to utilize data on traffic collisions for such purposes as will improve the traffic safety program in the Commonwealth.

Edge lane roads (ELRs), also known as advisory bike lanes or advisory shoulders, are a type of shared street where two-way motor vehicle (MV) traffic shares a single center lane, and edge lanes on either side are preferentially reserved for vulnerable road users (VRUs). This work comprises a literature review, an investigation of ELRs’ operational characteristics and potential road user interactions via simulation, and a study of crash data from existing American and Australian ELRs.

The research team conducted a literature review and a nation-wide survey at the beginning of the research. The literature review revealed that Adaptive Signal Control System (ASCS) was effective in reducing crashes in some studies, while in other studies, the crash reduction due to ASCS was not statistically significant. Twenty-eight states participated in the nation-wide survey and helped the research team identify corridor characteristics, such as the design speed and Annual Average Daily Traffic (AADT) of an ASCS corridor, which would allow for the best operational and safety outcomes. This research empirically investigated the differential effect of message framing on message recipients’ attitudes and intended behaviors related to pedestrian, cyclist, and motorist traffic safety practices. The framework empirically investigated time horizon (expansive vs. limited) and regulatory focus (prevention vs. promotion) message framing.

Roadway resurfacing and overlay projects effectively reduce the height of roadside barriers placed adjacent to the roadway, which can negatively affect their crashworthiness. More recently, bridge rails and concrete barriers have been installed with slightly increased heights to account for future overlays. However, adjacent guardrails and approach transitions have not yet been modified to account for overlays. The objective of this project was to develop an increased-height, approach guardrail transition (AGT) to be crashworthy both before and after roadway overlays of up to 3 in. (76 mm).

Executive Summary

Fatalities resulting from traffic crashes in Kentucky increased from a low of 638 in 2013 to 834 in 2016 (a 31% increase), and there is not a full understanding of the underlying causes for this trend. This study analyzes fatal crashes using data from both Kentucky’s crash reports and the National Highway Traffic Safety Administration’s (NHTSA) Fatal Accident Reporting System (FARS) to identify countermeasures to combat increasing fatal crash rates. In addition, this study compares Kentucky’s crash reports to the fatal crash data in FARS to identify data inconsistencies and recommend procedures to eliminate these inconsistencies.

Evaluating the safety maturity of construction contractors before awarding the contract is an effective strategy that many owners have started to implement. Given the importance of workplace safety, awarding the contract to safer contractors can enhance project performance outcomes in terms of safety, quality, cost, and schedule. Safety maturity is one quality of a construction organization encompassing interdependent factors that can be used to evaluate expected safety performance. However, there is no formal decision-making framework available in literature that owners can use to evaluate contractor safety maturity.
