The performance of transportation systems is a significant component that influences the quality of life. The performance evaluation refers to a process of determining how well transportation systems perform regarding their intended goals and objectives. The advancement of information and communication technology and the integration between transportation systems and advanced technologies have directed more attention to the concept of smart cities. Smart cities are constituted of several interrelated components. Reverse auction theory is the basis for competitive construction bidding process. The lowest bid method is utilized for selecting contractors in public projects. The winning contractor having the lowest bid value could be cursed when the submitted bid value results in negative profits. This is caused by many factors such as the contractor's estimation accuracy and markup. This is addressed in this paper by providing a model simulating the construction competitive bidding and the occurrence of the winner's curse. The potential of Agent-Based Modeling is now well-established to address natural resource management and policy issues in social-ecological systems where a number of biophysical and anthropic processes interact. The selection of anthropic processes to be considered in a model according to the research question is not easy, due to modelers' difficulty to objectify and identify these processes. The paper proposes some criteria to identify anthropic processes, decide which ones to discard or retain and how to implement the latter. Agriculture and agriculture-inflicted land use change is a major source of greenhouse gas (GHG) emissions. Reducing excessive deforestation and intensification of agricultural land use and consequently reducing associated GHG emissions is an important pathway of transition to a global low-carbon economy. Adoption of low-carbon agricultural systems and practices requires setting appropriate economic incentives for land users through smart policy instruments. For effective implementation of such instruments integrated ex-ante policy assessments are crucial. The goal of this paper is to model the interaction of humans with their built environment during and immediately following a natural disaster. The study uses finite element simulations to evaluate the response of buildings under input ground motions and agent-based dynamic modeling to model the subsequent evacuation of building occupants in the study area immediately following the seismic event. The structural model directly captures building damage and collapse, as well as floor accelerations and displacements to determine nonstructural damage, injuries and fatalities.
