Flooding has always been a major threat to mankind. This is particularly true in urban areas due to urbanization-induced increasing impervious areas and subsequent increasing urban surface runoff, causing an increasing flooding risk to urban areas in spite of the fact that extensive flood control infrastructure has been constructed. The overall goal of this thesis is to present a distributed source control infrastructure-based approach for mitigating the flood risk. The village of Watseka, Illinois has experienced several 100-year floods over a short period of time and needs a solution to solve its flooding problem. The goal of the project is to come up with multiple solutions that could reduce flooding. All designs were intended to ensure that the wastewater treatment plant stays operational during flood conditions. To do so, analysis of the wastewater treatment plant was completed. Then, designs that focused on reducing river flood stages were analyzed. By preventing the river from reaching and cresting at it’s flood stage, the town’s risk of flooding is greatly reduced.

Flooding is a major threat to New Orleans due to its geographic location and geologic condition. However, potential groundwater flooding is seldom studied and poorly understood even though groundwater level is expected high in the city. High groundwater level might result in groundwater flooding in low-lying areas. High uplift pore water pressures may cause strong underseepage and risk levee safety. The City of Mercedes in partnership with the Lower Rio Grande Valley (LRGV) and The University of Texas Rio Grande Valley (UTRGV) proposed to develop a demonstration green infrastructure (GI) master plan to mitigate localized flooding in a high priority region within the city limits of the City. Local governments in the LRGV control localized flooding and stormwater runoff by adopting strict drainage design policies.
