In order that public transportation policies relating to energy conservation might be identified, correlated, and assessed, a mail survey of local, regional, state, and federal appointed and elected officials was made. This survey also included contacting members of the regional business community. Although the responses received did not constitute the complete survey mailing, they did provide insight to the individual policymaker's perception of what public policy is now in effect and how it was enacted, particularly those pertinent to energy conservation in the transportation sector.

In an effort to determine the effect of rural school bus transportation on energy consumption, a study was made of a rural school district in Central Missouri. The school district's bus system was studied, records of fuel and maintenance costs were analyzed, and discussion held with supervisor and bus drivers. An effort was made to recommend ways by which energy could be conserved, without jeopardizing the welfare of the students.

Points raised in the coal slurry pipeline issue imply a need for an analysis of the multimodal alternatives within the context of the existing western transportation system. In reporting the initial results of the first study of its kind, this paper includes a brief description of the data base and computer routines used to construct a base case and ideal case senerios of the western coal transportation issues.

Transporting Coal In Containers Through Pipeline -- A Feasibility Study, Henry Liu

A preliminary assessment of the feasibility of transporting coal in containers suspended in water moving through pipes - the concept of hydraulic capsule (container) pipelining (HCP) - is presented. The assessment includes technical (engineering), environmental, social and economic considerations. A tentative conclusion reached is that HCP transportation of coal is technically feasible (although it needs further research and development works), socially and environmentally beneficial, and economically justifiable in a number of situations.

A separation process has been developed which recovers similar paper grades from a mixed stock by selective wettability. This process capitalizes on the various paper additives which are intended to resist water wetting and result in paper flotation. While water can be used to achieve many desirable paper separations, the detention times required are excessive, and therefore, limit any industrial application. Surface-active agents, in low concentrations, can be used advantageously by reducing the detention times for all paper while the structure of the surfactant can be used to selectively recover similar papers over a controlled time period. The ability to predict the dispersion of substances in the Great Salt Lake is a requisite towards making responsible management decisions relating to uses of the lake. The lake is a complex terminal body of water and will require a fairly sophisticated mathematical model to properly simulate the dispersion process in the lake. This finite element convection-dispersion model is a first step towards developing a comprehensive model.

The model provides a finite element solution to the two-dimensional convection-dispersion equation and is capable of simulating steady or unsteady-state situations. It utilizes a known velocity field, dispersion coefficients, an introduced substance concentration, …

For the past three years or so, a gradual migration of iron and manganese deposits has been observed in the water mains to the west of the East Water Treatment Plant of Brookings, South Dakota. These deposits have been gradually migrating further westward from the plant (8). Routine analyses of the treated water from the East Plant indicate that the iron and manganese levels are within the USPHS recommended limits (9). Consequently, conclusive evidence that this plant is the source of the problem does not exist. In October, 1972, Congress passed PL 92-500, "Federal Water Pollution Control Act Amendments of 1972 1; which is designed to upgrade the quality of the nation's water. The act requires the formulation of effluent standards that would require use of “best practicable treatment”. The effluent standards are to require use of the "best available" technology by July 1, 1983 (1). PL 92-500 requires the Environmental Protection Agency Administrator to publish information explaining which treatment techniques may be used to meet the requirement of "best practicable treatment". "The purpose of this study was to develop water budgets for the Meramec River Basin. These budgets, developed from average annual data, are quantitative assessments of the basin's water resources.

On a long-term basis, inflow was approximately balanced by outflow indicating that the system is steady state.

Precipitation was found to be the only substantial source of inflow to the basin and averages about 40 inches per year.

Evapotranspiration was found to be the major source of outflow from the basin. Annually it accounts for about three quarters of the total outflow and averages about 30 inches.

"A series of triaxial tests are used to develop mathematical models for tangent modulus and Poisson's ratio for a remolded loessial soil. These two models are then utilized in a finite element computer program to model the behavior of a shallow foundation placed on compacted loess. Different models for Poisson's ratio gave widely varying load settlement curves, however a constant value of .32 gave results very similar to that given by the experimentally developed model. It was found that the model developed for tangent modulus yielded unreasonable results when utilized in the finite element analysis until a limiting value was …
