Given their close proximity to traffic and improper employment of protective systems, bridges and bridge piers are vulnerable to multi-hazard events triggered by vehicle collisions coupled with correlated and cascading events, such as explosions and fires. Despite recent catastrophic incidents that have highlighted the profound consequences of these extreme demands, including substantial damage, adverse economic impact, and loss of life, there has been a notable lack of research investigating the performance of bridges and bridge structural components under the aforementioned multi-hazards. Understanding how a bridge structure responds to various loads in a time and resource-efficient approach is vital in characterizing bridge health. Bridge health monitoring is an evaluation of the structural condition and performance, which optimizes limited transportation budgets by prioritizing the bridges that are in the most need for retrofit or replacement. Identifying and remedying issues will mitigate long-term problems and ensure that the bridge remains open to service for all legal loads. A team of geotechnical, structural, hydraulic, environmental, and transportation experts collaborated to provide engineering solutions to the Cornhusker Council in an effort to solve the current problems facing their Outdoor Education Center. This results of this project provided the structural design of three bridges on the property, transportation plans for two parking lots and roadway design, geotechnical recommendations for soil testing and erosion prevention, and an environmental and hydraulic analysis of the property. The safety of aging bridge inventory is one of the main concerns of the state and federal agencies. Therefore, there is a need to quantify the safety margin of existing infrastructure and new design bridges. The Serviceability Limit States, i.e. fatigue, requires additional statistical parameters and not only the maximum values but also load spectra, i.e. frequency of occurrence of loads. The maximum values are needed for shorter time periods, such as day, week, month or year. Load spectra as well as material resistance are random variables.
