Tremendous resources are spent by organizations guarding against and recovering from cybersecurity attacks by online hackers who gain access to sensitive and valuable user data. Many cyber infiltrations are accomplished through phishing attacks where users are tricked into interacting with web pages that appear to be legitimate. In order to successfully fool a human user, these pages are designed to look like legitimate ones. Since humans are so susceptible to being tricked, automated methods of differentiating between phishing websites and their authentic counterparts are needed as an extra line of defense. Automated financial product advisors – “robo advisors” – are emerging across the financial services industry, helping consumers choose investments, banking products, and insurance policies. Robo advisors have the potential to lower the cost and increase the quality and transparency of financial advice for consumers. But they also pose significant new challenges for regulators who are accustomed to assessing human intermediaries. A well-designed robo advisor will be honest and competent, and it will recommend only suitable products. Because humans design and implement robo advisors, however, honesty, competence, and suitability cannot simply be assumed. Moreover, robo advisors pose new scale risks that …

Regulation is a high-stakes enterprise marked by tremendous challenges and relentless public pressure. Regulators are expected to protect the public from harms associated with economic activity and technological change without unduly impeding economic growth or efficiency. Regulators today also face new demands, such as adapting to rapidly changing and complex financial instruments, the emergence of the sharing economy, and the potential hazards of synthetic biology and other innovations. On January 6, 2016, the Moroccan telecommunications regulatory agency, the ANRT, announced a ban onVoice Over Internet Protocol(VoIP) calling services such as Skype, WhatsApp, and Viber. The ban triggered sweeping opposition among the Moroccan public, opening discussion of digital rights, censorship, and Internet governance. Considering liberal democratic rights in the 2011 Moroccan Constitution and a history of censorship, this study analyzes the official justification of the ANRT alongside additional explanations involving business interests and the security services. The purpose of this study is to gauge the perceptions of Moroccans on the decision of the ANRT and provide a holistic explanation. …

Moore’S Law, Metcalfe’S Law, And The Theory Of Optimal Interoperability, Christopher S. Yoo

Many observers attribute the Internet’s success to two principles: Moore’s Law and Metcalfe’s Law. These precepts are often cited to support claims that larger networks are inevitably more valuable and that costs in a digital environment always decrease. This Article offers both a systematic description of both laws and then challenges the conventional wisdom by exploring their conceptual limitations. It also explores how alternative mechanisms, such as gateways and competition, can permit the realization benefits typically attributed to Moore’s Law and Metcalfe’s Law without requiring increases in network size.

As the Internet becomes more important to the everyday lives of people around the world, commentators have tried to identify the best policies increasing the deployment and adoption of high-speed broadband technologies. Some claim that the European model of service-based competition, induced by telephone-style regulation, has outperformed the facilities-based competition underlying the US approach to promoting broadband deployment. The mapping studies conducted by the US and the EU for 2011 and 2012 reveal that the US led the EU in many broadband metrics.

The Transportation Research Board of the National Academies has identified a number of research needs related to alternative transportation finance systems. Alternatives are needed because motor fuels taxes are proving to be insufficient to fund operation and maintenance costs of the transportation system. The long-term trend is likely to be continuing use of motor fuel taxes, supplemented by, or transitioning to, use-based fees. Current research in progress in this area is focused on designing variable fees that will internalize congestion externalities in urban areas. These approaches are particularly well suited to highly urbanized areas, but other approaches may be required …

A panel of experts, including industry representatives and grass roots opponents, discussed the pros and cons of fracking. Both engineering and human living take place in a messy world, one chock full of unknowns and contingencies. "Design reasoning" is the way engineers cope with real-world contingency. Because of the messiness, books about engineering design cannot have "ideal solutions" printed in the back in the same way that mathematics textbooks can. Design reasoning does not produce a single, ideally correct answer to a given problem but rather generates a wide variety of rival solutions that vie against each other for their relative level of "satisfactoriness." A reasoning process analogous to design is needed in ethics. Since the realm of …

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.
