Communities of Practice (CoP) is a novel idea that highlights the importance of informal learning and working groups in an organization. Organizations need to nurture informal spaces of learning so as to enhance overall organizational success. This article builds on this idea and applies it to educational context of Pakistan, particularly towards the issue of teacher training. The paper presents the example of an educational improvement programme in KPK province of Pakistan titled ‘Primary Education Project – Improvement of the Learning Environment (PEP-ILE)’. This qualitative study examines and develops an in-depth understanding of two beginning teachers’ professional socializations in post-Soviet Kyrgyzstan. The study is a historical and descriptive account that provides insights into the impact of socio-political upheaval on the lives of two beginning teachers. The study focuses on the challenges the teachers faced in their initial stages of work and on how they addressed these. The teachers’ professional socialization stories are described in three realms: classroom, school and community. Education policy in Pakistan, as in other developing countries, faces the challenge of poor implementation. The article explores the history of education policy in Pakistan and describes the conventional accounts of policy failures. It particularly highlights the issues of unclear goals, political commitment, governance, centralisation, resources and foreign aid. Generally, it is assumed that overcoming these conventional challenges will result in better policy outcomes. Although this is partially true, Spillane, Reiser and Reimer (2002) direct our attention to the cognitive factors that play a critical role in policy implementation.
