This paper reports on a case investigated as a part of several case studies conducted under ANTRIEP (Asian Network of Research and Training Institute for Educational Planning) in seven different countries. (India, Pakistan, Malaysia, Sri Lanka, Philippines, Nepal and Bangladesh) to look into the management of successful schools. Three cases studies were conducted in three different school systems in Pakistan: public school, private school and AKES (Aga Khan Education Services) managed schools. There is a good deal of consensus in the literature about the key role of leadership – especially that of the headteacher – in facilitating school improvement. Yet much of the research in this area has taken place in Western industrialised countries. The paper presents an account of the processes, outcomes and challenges associated with a follow-up study after the completion of a professional development programme in educational management for senior education officers from Sindh. Prior to induction to their jobs, the district education officers, principals of elementary colleges of education and higher secondary schools are not formally exposed to any new educational management and leadership practices. A considerable amount of research conducted in Europe and elsewhere except in Pakistan indicates that the in-service teacher education programmes facilitated in the implementation and institutionalization of change at school level geared towards the school improvement process (Dalin et.al, 1992). In the past, the in-service education programmes for teachers in Pakistan received little attention of the government since its focus was on the quantitative expansion rather than qualitative augmentation of education. The teachers who attended in-service education programmes found their experiences as a ‘luxury activity’.
