The purpose of this action research project was to determine if combining phonics and memorized vocabulary words into the reading instruction for Tier 2 students would increase fluency speed. For six weeks the researcher introduced Dolch sight words according to grade level to Tier 2 students. This was done in addition to the typical phonics instruction done in the general education classroom and Tier 2 resource room. The purpose of this action research is to explore the most effective strategy for children to engage in during Read to Self to increase their fluency. Fluency is the ability to read with speed, accuracy, and expression; and is an important aspect of being a successful reader. Researchers revealed a link between academic failure, crime, and violence because of illiteracy. Shared and repeated readings are assumed to reflect influence on increasing oral reading fluency abilities through accuracy, rate, expression, and phrasing. The purpose of the study was to examine how repeated reading increased students’ oral reading scores across the six-dimensions of fluency transferring phonics instruction to oral reading.
