Lucinda S. Spaulding
We identify three eras in the history of special education: Early Reform (1800 – 1870), Stagnation and Regression (1870-1950), and Contemporary Reform (1950 – present). Next we examine parallels between eras and consider implications for people with disabilities today, highlighting the importance of the systematic study of historical perspectives in preparation programs for special educators.

Surrogate parents are appointed to represent children with disabilities whenever the birth parents or guardian of a child with a disability cannot be identified, located, or when the child is in the custody of the state. They have all the rights of birth parents for educational matters, e.g. permission for evaluation and placement, release information and request for educational hearing. The primary responsibility of surrogate parents is to ensure that children with disabilities are provided with a free, appropriate public education. This dissertation examined the impact of inclusion on the academic achievement outcome of high school special education students as measured by English 1, biology, and algebra 1 as a function of gender, ethnicity, and years of inclusion. The study also examined the generalizations with confidence that could be made about the use of inclusion methodology in high schools within an urban North Carolina school district as measured by end-of-course test scale scores. Data from three traditional high schools within the Charlotte-Mecklenburg School District were used in this study. Nationally and regionally there are insufficient numbers of qualified special education teachers to meet current demand. Online course delivery has been proposed as one way to reach more students and increase the number of special education teachers. A recent meta-analysis conducted by the U.S. Department of Education (2009) reviewed the research on online learning and reported that on average, students in online learning conditions performed better than those in traditional classes. However, among other issues noted in the meta-analysis, it was specified that many of the included studies did not control for curriculum materials and various aspects of pedagogy. This …
