Understanding Performance Incentives In Postsecondary State Policy: The Case Of Louisiana, Lindsey Jakiel

This research examined postsecondary policy in Louisiana, which utilizes performance incentives, in order to: (a) provide clear distinctions among three commonly used types of performance incentives, and (b) use performance indicators defined in the LA GRAD Act to determine if Louisiana policy is primarily faculty oriented, state oriented, or client oriented. The author examined nuanced differences among three types of performance incentives: performance funding, performance budgeting, and performance reporting. As a case study, postsecondary performance policies in the state of Louisiana were situated in the performance incentive literature and analyzed using Burke and Associates' (2002) models of excellence. This study explores the use of clickers as a tool to support, encourage and motivate critical thinking in higher education students. A case study was carried out with a cohort of undergraduate students undertaking the BSc. in Accounting and Finance during the academic year 2009/10, were corporate finance was a major component. Since the students in this sample had previously demonstrated passivity during their corporate finance classes, it was proposed that clickers would help motivate them to participate during face to face sessions. People that process though using pictures rather than words have difficulty in school. Previous research has shown that characteristics of Spatial Learners, or people that process thought spatially, by thinking in pictures rather than words, have poor spelling, are less likely to graduate high school, have a lower grade average, are likely male, don't read instructions carefully, are late bloomers, have a bedroom that is disorganized, lose track of time and have difficulty memorizing words. Many of history's great problem solvers are believed to be highly spatial people.

Indigenous* college students in both Canada and the United States have the lowest rates of obtaining postsecondary degrees, and their postsecondary dropout rates are higher than for any other minority (Freeman & Fox, 2005; Mendelson, 2004; Reddy, 1993). There has been very little research done to uncover possible reasons for such low academic achievement and high dropout rates for Indigenous students. Setting expectations and goals in high school is key for a successful transition into adulthood. Postsecondary education is a particularly important goal because higher levels of educational attainment are associated with increased quality of life, including better employment outcomes. The Northern Territory Emergency Response (NTER) was announced on 21 July 2007 and has been implemented over the last four years. This federal government initiative aims to protect children, to make communities safe and to build a better future for people living in Indigenous communities and town camps in the Northern Territory. The strategies have changed since its initial implementation but its focus and many of the key themes and measures remain the same.
