The premise of this study was derived upon seeing a severe need for professional development in my current field work experience. I set out to determine a possible solution to the lack of cohesion among general and special educators evident in my local school district. The purpose of this study was to develop and field test the Co-Teaching Observation Instrument (CTOI) to determine its validity and reliability as an instrument for the observation of general and special education teacher practices in co-taught classrooms across kindergarten through twelfth grade levels. Face and content validity were established through a review by 10 experts in the field of special education. Inclusion has been introduced throughout the educational community as a method to increase math and reading scores of underachieving schools on standardized tests. The problem was that teachers were not effectively implementing inclusion.
