“I Don’T Even Know What That Is”: Deprivation, Censorship, And Responsibility In Administering The Pell Grant In Prison, Erin L. Castro, Cydney Y. Caradonna, Mary R. Gould

The violence of incarceration creates greater responsibility for higher education administrators in supporting students who are in prison. Using focus group data with incarcerated students and formerly incarcerated alumni who participated in or are actively participating in Second Chance Pell, we explore their perceptions and understandings of the Pell Grant and eligibility for the Pell Grant, including lifetime eligibility used limits. Through a lens of Witnessing, we argue that deprivation and censorship of information negatively influence students’ access to accurate and timely information about federal student aid and their ability to fully participate in the process. The Impacts Of Covid-19 On The Experiences Of Students With Basic Needs Insecurity: Evidence From A National Survey, Allyson Cornett, Carla Fletcher

The COVID-19 pandemic has affected college students’ basic needs, financial security, academic success, caregiving responsibilities, mental health, and more, according to the Fall 2020 Student Financial Wellness Survey (SFWS) conducted by Trellis Company. Researchers surveyed 37,936 students at 62 two- and four-year colleges and universities from October to November 2020 and found 53 percent (n=20,095) indicated one or more forms of basic needs insecurity (BNI). This brief examines data from students with BNI with a special lens on their mental health, familial responsibilities and finances, employment, and financial security. The cost of post-secondary education (PE) continues to increase, which has contributed to elevating federal loan demand, and as of the fourth quarter of 2020, equaling a debt of $1.56 trillion in the US. The purpose of this research was to compare two post-secondary institutions for specific alignment with the local labor market, examine institutional economic benefits and costs, and impact of loan default. Bakersfield College (BC) and California State University, Bakersfield (CSUB) are both public, Hispanic Serving Institutions, in central California. Despite similarities, loan default rates of each institution differ; six-year mean rates, 24.6% at BC, 7.7% at CSUB. …

Social Dimensions Of Student Debt: A Data Mining Analysis, Dirk Witteveen, Paul Attewell

Media commentary on undergraduates' loan debt portrays a crisis in which many students are unable to pay back their loans, having borrowed large sums and lacking sufficient post-college income to repay. Several scholars have questioned the media accounts, noting that indebtedness is highest among students from high income families, while defaults predominate among low debt students. Using a data mining technique known as CART, we analyze national data on the indebtedness of recent baccalaureate graduates, to uncover combinations of social characteristics that are associated with loan pressure: the ratio of indebtedness to post-college earnings. The Federal Pell Grant program has made education possible for many Americans. It has also helped establish the norm of public responsibility for widespread access to higher education. This essay reviews the growth of the Pell Grant program over time and its current characteristics. It then details some innovations with the potential to increase the program’s effectiveness in increasing student success, in addition to access to postsecondary education. Both the eligibility formula and the application process should be simpler and students should not have to reapply every year. Students should receive timely information and coaching services to help them select …
