The purpose of this sequential explanatory study was to examine, through the lenses of sensemaking theory and professional authority, the relationship between how largely non-educational professionals in New Jersey experience their fiduciary responsibilities as trustees of the state's public colleges and universities and to what extent their professional orientations influence their oversight.

Trustees draw from a continuum of orientations to navigate their responsibilities and chief among them are professional orientation, institutionally-rooted orientation, and orientations as members of traditionally underrepresented populations. This paper loosely draws some parallels between the experience of a subject in a so-called “Legalist” state with that of a contemporary student in Western schooling today. I explore how governance in the Book of Lord Shang and the Hanfeizi can be interpreted as pedagogy. Defining pedagogy in a relatively broad sense, I investigate the rationalizations for the existence of the state, the application of state mechanisms, and even the concentration of the ruler’s power all teach subjects habits, attitudes, and sensibilities in a similar fashion to what Philip Jackson called the “hidden curriculum”. The expansion of the school choice movement and greater flexibility allowed by Every Student Succeeds Act (ESSA) means that education governance is emerging as an important issue for school effectiveness. This longitudinal case study sought to gain an understanding of the implementation of a new governance structure, Policy Governance, in a private, independent school with deeply entrenched culture and patterns of behavior. Findings suggest an immediate positive influence on leadership and culture in the district, including a “trickle down” effect on shared leadership. Disaster risk reduction is a major concern especially among developing and underdeveloped countries. This case study reviewed the governance strategies in place to manage the potential impacts of a magnitude 7.0 earthquake in Panay Island, which is home to more than 2 million inhabitants. National and local government offices engaged in disaster management provided the secondary data needed for this case study. Key informant interviews were conducted to collect salient information on governance strategies employed such as on fund sources and major players.
