Many initiatives use recruitment or retention numbers as their most obvious evidence of impact. This dissertation tested the effect of academic engagement and social engagement on developing soft professional skills for low-income, high-achieving students in higher education. Using the publicly available data of GMS scholarship, the analysis was consisted of EFA and SEM. The general effect model gave a general idea about the tested population, whereas the conditional model highlighted the groups' specific significance. Low-income, high-achieving students continued their academic and social engagement growth during their school years. This paper provides a program evaluation model, along with field-testing results, that was developed in response to the need for an evaluation model able to support systematic evaluation of teaching and learning centers (CTLs). The model builds upon the author’s previous studies investigating the evaluation practices and struggles experienced at 53 CTLs. Findings from these studies attribute evaluation struggles to contextual issues involving evaluation capacity, ill- structured curricula, and ill-conceived evaluation frameworks. As mobile technologies become more affordable and more advanced in function, researchers suggest that using mobile apps to assist English language learning are appropriate. This three-step evaluation study (designing a theory-driven rubric, selecting apps, and evaluating the apps) aims to investigate and evaluate the affordances of English language learning mobile apps for adult learners. The results of this evaluation study contribute to the literature of mobile learning targeting adult learners, and also broaden the knowledge body of integrating mobile learning into English Language Learning (ELL) classes.

The purpose of this study was to investigate the relationships between students’ perception of teachers’ instruction, course satisfaction, and student academic achievement. The data were extracted from TsingHua Education Online (THEOL) Management Information System (MIS) and analyzed via structuring equation modeling. The researchers hypothesized student ratings of instruction were affected by their achievement and course satisfaction. The results confirmed a positive relationship between course satisfaction and student ratings of instruction, but did not find direct effect of student academic achievement on their ratings of teachers’ instruction. The Investor Education Seminars are taught by the Utah Division of Securities to educate consumers and make them more aware of investment fraud. This research study evaluated the seminar in order to assess the effectiveness of the four classes in helping consumers achieve financial capability. A logic model was used to outline program objectives and to determine the research questions.

This dissertation empirically examines the Guerra-Lopez (2007a) Impact Evaluation Process (IEP), which is a prescriptive program evaluation model. Since there is no generally accepted process for arriving at final judgments about the usefulness, appropriateness, effectiveness, reliability, and validity of evaluation models, this study used a combination of approaches to begin to build a body of evidence about the effectiveness of the IEP. Primarily, the study used Stufflebeam's (2011) recently revised Program Evaluations Metaevaluation Checklist to examine the model. The goal of the research was to gain perspective about a little-studied group key in education reform efforts to improve teacher evaluation--the peer evaluator. In the 1920s, high school students were placed on one of three tracks: high, average, and low. Over the years, vocational education was transformed into a low track assignment for students, often racial minorities, who were perceived as less intelligent.
