Arts education has been in debate since the United States introduced formal education system. While some argue its lack of significance, others argue its crucial underpinnings to our society. This paper explores the significance of arts education using the Higher Order Thinking (HOT) program in Connecticut schools to measure students’ payoff on statewide standardized testing, namely Connecticut Academic Performance Test (CAPT). The sample includes 20 schools that have either been HOT or have become HOT within a five year period from the 2008-2009 to 2012- 2013 school year. In recent years arts education programs in schools have been drastically reduced or eliminated due to economic challenges. Underfunded schools are forced to focus on the mandated curriculum. Though it is proven that arts education increases a student’s academic performance it is not funded at the same level components of academia. The Monterey Jazz Festival (MJF) assists schools in Monterey County that are suffering from the absence of art education. While the known health impacts of sedentary lifestyles have focused attention on children’s outdoor activity, the development of their physical literacy – the physiological, social, cultural, cognitive, expressive, and psychological dimensions of their physicality – is much less in focus.

Developing children’s physical literacy is embedded in the Early Years Learning Framework and Primary curriculum: Health and Physical Education, and the performing arts subjects within The Arts.
