This study has been undertaken to show how the development of a school system, the Southside Independent School District, came about as a result of community needs and under the leadership of the administration, namely the superintendent. To give a full account of the district's growth, it is necessary to first trace the history of the community-one astoundingly rich in tradition, dating back to the days of the Spanish land grants.

The central problem of this study was twofold: (1) to determine whether the educational research preparation offered by selected colleges and universities bore out the findings of critics, and (2) to synthesize and synergize opinions and facts regarding educational research, as expressed by men active in the field, into a flexible proposal whereby individual student's programs in research preparation could be "custom-made" to suit their most obvious research needs. This paper presents a follow-up study of a Public Law 89-10, Elementary and Secondary Education Act Title III project, number 754, The Central Washington Regional Supplementary Center that served public and parochial schools in the nine central Washington counties.

Data were gathered by the questionnaire technique and site visitations.

Recommendations included investigating the possibility of requesting additional Title III funds and providing workshops to instruct teachers how to fully utilize the instructional materials and equipment provided by the Regional Center.

Substantial numbers of children from low-income areas do not learn to read sufficiently well to enjoy success in school. There is no published empirical evidence regarding the use of programed tutoring in reading at the second grade level. The impact of programed tutoring on the reading achievement of second grade children must be demonstrated and not inferred from research at the first grade level. The problem of the investigation concerned itself with the effect of preschool experiences on the achievement of the kindergarten children enrolled in the 1971-1972 Follow Through Program in Waterloo, Iowa, which used the Pittsburgh, Pennsylvania, model of individually prescribed instruction. The study explored the effects of preschool experience upon kindergarten males and females as contrasted to the male and female kindergarten children without preschool experience.
