This book analyzes early childhood programs effects on regional economic development. This chapter considers the effects of early childhood programs and business incentives on the income distribution. A key issue is whether early childhood programs should be targeted on the poor, or made universally available for free. This is a draft of a chapter of a planned book, Preschool and Jobs: Human Development as Economic Development, and Vice Versa [subsequently published as Investing in Kids, 2011]. This chapter considers a problem with early childhood programs: their effects on earnings are mostly long-delayed. The delay occurs because most earnings effects are on former child participants. The chapter considers appropriate discounting of benefits and how the upfront costs of early childhood programs can be delayed or reduced. It also addresses how the long-run benefits of early childhood programs can be moved up or increased.

To meet the guidelines generated by the No Child Left Behind law (NCLB) pressures to raise student achievement have filtered down to and emerged in prekindergarten classrooms. The leadership of state, federal, and local policymakers is critical to the movement for high quality prek for all. The purpose of this study was to examine the scores of prekindergarten students when presented 3 different methods of literacy instruction and to compare the scores according to gender and among 3 age groups.

Teacher preparation is a strong tradition of Minnesota State University, Mankato (MSU, Mankato), located approximately 85 miles southwest of Minneapolis and St. Paul, Minnesota. The institution of higher education has been preparing teachers since 1868. Currently, initial teacher licensure programs in Elementary and Early Childhood (EEC) prepare graduates to be licensed as early childhood teachers, as elementary school teachers, and/or as middle school teachers. This article describes MSU, Mankato's programs in terms of its students, faculty members, academic programs, unique opportunities for students, and emphasis on preparing professionals to be leaders in education.

Very little research has been conducted on the impact of the Imagination Library, a Tennessee based reading program, on student reading achievement. Therefore, the purpose of this cross-sectional explanatory study was to test whether Imagination Library program participation had an impact on reading achievement for kindergarten students from 3 rural elementary schools. The theoretical basis for this study was Vygotsky's sociocultural theory, the process of scaffolding, and language learning models. Even though guidelines at a suburban elementary school in Georgia were in place for teachers regarding frequency and methods of parent communication, it was unclear if these methods were being used consistently and effectively. Research has shown that effective communication increases student achievement, but there is a lack of research examining communication preferences of teachers and parents. Therefore, this study evaluated current practices by comparing parents' and teachers' perceptions of what constitutes effective school-to-home communications.
