Nearly all colleges and universities are using some form of e-learning system, usually an expensive course management system (CMS), to create online course offerings or to enhance regular, classroom-oriented courses. Our university has invested a large amount of resources into purchasing and supporting one of the two most popular CMS vendors, and it has become imperative to understand what the effects from using this technology have been, as well as how we can improve the integration of this and other educational technologies into different instructional contexts. This paper reports on a study concerned with exploring staff perceptions on improving the design and delivery of e-learning provision for students and staff with disabilities in a higher education institution in the Republic of Ireland. The study aims to clarify understanding on how aspects of e-learning affect some of the key stakeholders in an institution of higher education – a disability liaison team, a learning technology team and an academic development centre. This paper summarises the work being conducted in an ongoing research agenda focused on exploring how the ‘learning design’ construct can be used to support university educators to create both pedagogically sound and interoperable e-learning experiences. The premise of this work is that a learning design can be used to support the pedagogical design process and the integration of international e-learning standards, such as learning object metadata and IMS-LD, enabling resources and tools to be technically interoperable across different standards-compliant systems. This paper considers the use of Knowledge Forum to complete a curriculum-based project with students enrolled in asynchronous, web-based Advanced Placement courses in Canada and the United States. Knowledge Forum is an online database that promotes written interaction in a social constructivist environment. The paper looks at how students utilized the system to enhance learning, more so than traditional environments, at both lower-order and higher-order levels.

The Global Positioning System (GPS) has been operational since the early 1990’s. The system is constantly being upgraded while the Russian GLONASS and the European GALILEO systems will complement GPS in the next few years. Generically, these satellite-based positioning systems are referred to as Global Navigation Satellite Systems (GNSS). Previously, a part-time evening course in GPS was run at the Technological University Dublin (DIT) by the Department of Spatial Information Sciences (DSIS). This is now being replaced by two e-learning modules in GNSS designed for distance-based, on-line delivery. The first module covers GNSS for navigation and Geographical Information Systems (GIS) …
