It is common for school administrators to be unaware of school bullying that has occurred because students typically conceal it. Yet recent legislation has made schools responsible for eliminating bullying. Research indicates that students who choose to reveal victimization are more likely to tell a trusted parent than school personnel.Consequently, the information gained through parental reporting is essential to the school’s ability to help students and conduct interventions and prevention efforts in general. Examining the relationship between parental perceptions of the school climate and their inclination to report student victimization offers valuable information that can aide schools in combating bullying. …

The first amendment protected students’ first amendment rights in K-12 public schools; however, state antibullying legislation required school officials to discipline students for bullying and, in most states, cyberbullying as well. An increasing number of students had access to mobile devices at home and during the school day. School officials had the responsibility to protect students from instances of bullying and cyberbullying; however, school officials did not fully understand the extent of their authority to discipline students for acts of bullying that occurred online, off school grounds. The purpose of this study was to examine the 2011 New Jersey Anti-Bullying Bill of Rights Act (NJAB) and its perceived impact on urban school districts. Through a series of interviews with 16 participants from three urban school districts in New Jersey, the researcher sought to examine if those charged with implementing the NJAB have deemed the law and its requirements effective. The interviews were conducted with NJAB- mandated Anti-Bullying Specialists for each of the schools that participated in the study. In response to New Jersey’s Anti-Bullying Bill of Rights Act of 2011, districts and schools have been held responsible for strengthening the standards and procedures for preventing, reporting, investigating, and responding to incidents of harassment, intimidation, and/or bullying; consequently, the State has offered little guidance on how to be proactive in preventing instances of bullying in a way the law would support. In 2001, the National Institute of Child Health and Human Development (NICHD) described bullying as “widespread in American schools.” The results of an extensive survey throughout the United States revealed that over 16% of school children reported that they were recently bullied. As of 2013, the Kidsbridge Tolerance Museum in Ewing, New Jersey identified that over 30% of all students are involved in bullying as the bully, victim, or both.
