The cybersecurity threat landscape evolves quickly, continually, and consequentially. This means that the transfer of cybersecurity learning is crucial. We compared how different recognized “cognitive” transfer theories might help explain and synergize three aspects of cybersecurity education. These include teaching and training in diverse settings, assessing learning formatively & summatively, and testing & measuring achievement, proficiency, & readiness. We excluded newer sociocultural theories and their implications for inclusion as we explore those theories elsewhere. We first summarized the history of cybersecurity education and proficiency standards considering transfer theories. Open-ended assessments, defined as assessments with a large set of possible correct answers, by nature lend themselves to concerns regarding accurate and consistent grading. This article describes one particular open-ended assessment, named Creative Exercises (CE), designed for promoting students' interconnection of concepts in a college general chemistry setting. The article presents evidence concerning several aspects of validity, including the extent scores represent chemistry knowledge and the extent scoring is consistent across three graders. Computers, digitalization and the Internet have transformed modern society. Commerce, education, communication and socialization will never be the same. Surprisingly, many universities do not require a computing course in the core curriculum. Critical information technology (IT) competencies are often taken for granted, to the detriment of students who lack computing and Internet skills. This paper describes an initiative undertaken by a computer science and information systems department to assess and remediate IT skills needed by all university students, regardless of major.
