Because higher education creates more informed individuals, healthier citizens, social prestige, job satisfaction, and numerous other non-economic benefits, it is important that all members of society have opportunities for successful educational achievement. Using data for undergraduate students enrolled in a business college of a large Hispanic Serving Institution (HSI), this study documents the existence of an unadjusted GPA gap between White students and ethnic minority students. This study also shows that the unadjusted GPA gaps decrease when socio-economic indicators are introduced in the analysis. The purpose of this study was to evaluate the effectiveness of the Advancement Via Individual Determination (AVID) program and its impact on the academic achievement of African American and White male students. A causal-comparative quantitative design was used as the methodology for this study. For this study, the academic achievement of AVID and non-AVID African American and White male students was measured by comparing their Algebra 1 scores. Despite the generally held view that children in low-performing, under-served schools have "deficits" teachers in such schools often have very different experiences. Students can succeed in all areas of schooling and beyond. But for this to happen, teacher education institutions need to provide teacher candidates with background information and knowledge about instruction, so they can see and support the strengths of students in high-needs schools.

High school graduation rates are higher than they have ever been in 40 years, but disparities continue to exist for students of color and students from poverty when compared to their counterparts. High school reform efforts like creating small learning communities are promising, but small schools alone do not improve student outcomes. When No Child Left Behind (NCLB) was signed into law in early 2002, many hoped the legislation would help reduce achievement gaps among traditionally underperforming populations. For Hispanic students specifically, however, NCLB has contributed to educational inequality, school segregation, and high drop-out rates in major ways. Given these outcomes and trends, it is surprising that members of the Congressional Hispanic Caucus (CHC) and other Hispanic American interest groups overwhelmingly supported NCLB despite potentially being able to anticipate how the law would hurt Hispanic students. The three parts of this dissertation provide multiple perspectives on a single-case study of the ways in which the achievement gap is defined in one Kentucky school district. The case study focuses on the Learning Station, an after-school tutoring program that intended to address the achievement gap for minority and low-income students. Given the intensity of high stakes testing and testing frequency becoming part of the national mainstream conversation, the first part provides a brief overview of the various state and district mandated tests that students are required to take throughout the course of the year.
