Test-Based Accountability Systems: Concerns For Indiana’S Multilingual Learners And Their Teachers, Kathryn Brooks, Brooke Kandel-Cisco

Indiana’s current test-based accountability system grew, in part, out of decades of federal-level educational reform initiatives. This article reviews the history of Indiana’s test-based accountability system for schools and details how the system calculates evaluative ratings for Indiana teachers and schools. Additionally, the article analyzes how the Indiana accountability system contradicts what is known about appropriate measurement of English language learners and lists psychometric and validity concerns such as valid assessment, non-random assignment, norming groups, and ceiling/bottom effects. This article calls for a system in which multiple assessments offer rich data for school and teacher evaluations.

Although the importance of validity has long been accepted among quantitative researchers, this concept has been an issue of contention among qualitative researchers. Thus, the first purpose of the present paper is to introduce the Qualitative Legitimation Model, which attempts to integrate many of the types of validity identified by qualitative researchers. The second purpose of this article is to describe 24 methods for assessing the truth value of qualitative research. Utilizing and documenting such techniques should prevent validity and qualitative research from being seen as an oxymoron.

In 2008, due to increasing stakeholder dissatisfaction with assessment results and school report cards, South Carolina revised its 1998 Educational Accountability Act and required public engagement with stakeholders including parents/guardians, educators, business and community leaders, and taxpayers. The legislation created partnerships between SC‟s Education Oversight Committee (EOC) and Clemson University. The project also brought together within the university the fields of Applied Sociology, Computer Science, and Educational Leadership. The project involved mixed methods using phone/web surveys with focus groups eliciting perceptions from key stakeholders and under-represented voices in the surveys.

Triple Bottom Line Accounting (TBLA) refers to a method of measuring the economic, environmental, and community service impacts of an organization rather than the traditional practice of measuring just the financial bottom line. This chapter explores TBLA from a historical point-of-view; offers examples in higher education and discusses the implications for academic libraries. It concludes with ideas for the implementation of TBLA in libraries.

Accountability and evidence-based decision-making have become the mantra of government polilcymakers, and even private foundations. Yet most attempts to foster cultures of evidence have not brought about change in Practices, notably because they are treated as management tools rather than learning processes. Equity for All is an approach to accountability that is grounded on the principles of practice theory and sociocultural theories of learning. In the wake of both the end of court-ordered school desegregation and the growing popularity of accountability as a mechanism to maximize student achievement, the authors explore the association between racial segregation and the percentage of students passing high-stakes tests in Florida's schools. Results suggest that segregation matters in predicting school-level performance on the Florida Comprehensive Assessment Test after control for other known andpurportedpredictors of standardized testperformance. Also, these results suggest that neither recent efforts by the state of Florida to equalize the funding of education nor current efforts involving high-stakes testing will close the Black-White achievement gap without consideration …

The recent battle reported from Washington about proposed national testing program does not tell the most important political story about high stakes tests. Politically popular school accountability systems in many states already revolve around statistical results of testing with high-stakes environments. The future of high stakes tests thus does not depend on what happens on Capitol Hill. Rather, the existence of tests depends largely on the political culture of published test results.
