In the United States, debates about private and faith-based education tend to focus on questions about government funding: which kinds of schools should the government fund (and at what levels)? Should, for example, students be able to use public funds to attend privately operated schools? Faith-based schools? If so, what policy mechanisms should be used to fund private schools—vouchers, tax credits, direct transfer payments? How much funding should these schools receive? School principals play a critical role in evaluating teachers and providing feedback, but high-stakes evaluation policies at the local and state levels can create ethical dilemmas for principals. In this case, an underresourced rural school principal has to report a certain number of “ineffective” teachers to meet a requirement from the district teacher evaluation, even though the principal does not think any teacher in his school deserves to receive an “ineffective” rating. Student loan servicers play a critical and underappreciated role in federal student loan programs. The federal government contracts out to servicers an array of many of the most critical functions related to student loan repayment, including account management, payment processing, and the provision of information about payment plans and solutions for distressed borrowers. In fact, most borrowers’ interactions with federal student loan repayment are almost exclusively with their servicer. This study examined some of the historical challenges and barriers of chronic absenteeism that has plagued the United States K-12th grade educational system for several centuries. The brutal impact that chronic absenteeism has on students’ academic achievement, the school, community, and society were described and categorized by various demographics and subgroups. Additionally, the primary stakeholders for overcoming chronic absenteeism were identified; interventions and accountability measures were also explored. Furthermore, this study analyzed the current attendance policies/procedures of five school districts from a large Midwestern state, with similar demographics and varying chronic absenteeism rates. “What makes a good teacher” is a question that many people interested in education try to answer, whether they are school administrators, education faculty, parents of a K-12 student, or politicians. For several decades, policy makers have been searching for ways to measure teacher effectiveness, primarily through student standardized assessments. Competing societal and political values have historically facilitated shifts in the policies surrounding, the goals of, and the practices within Career and Technical Education (CTE). These values, however, are malleable and are developed in response to demands wrought by economic need. This review sheds light on how a confluence of societal and political factors facilitated changes in the values, goals, and practices of vocational education. Student achievement data have been the cornerstone of state and national accountability efforts for decades, and the focus on data-based decision making and evidence-based practices in education from policymakers, the public, and researchers continues to increase. Underlying the various pressures and incentives on educators to use data is a basic logic model: if teachers use data, their practice will change, and those changes will lead to improved student outcomes. The simplicity of the model belies the complexity of the practice of data use. This cross-case synthesis gives voice to evaluators in EC-12 and higher education settings who are enacting a state-mandated system of teacher evaluation and support by examining their perceptions of the Texas Teacher Evaluation and Support System (T-TESS). Questions addressed included: How do differently situated school administrators and supervisors 1) understand the model, 2) describe the implementation of its elements, 3) understand and enact their roles, and 4) assess the impact of the model? Data from EC-12 school principals and clinical supervisors at the university level indicates the system establishes a comprehensive definition of quality teaching. The struggle to provide all children with an equitable education remains one of the most concerning and significant social, political, and moral problems in our nation. Although neoliberal accountability reform efforts have been set in place to alleviate such gaps, inequalities persist and disproportionately affect historically marginalized groups. Performance based funding ideology creates a disconnect in communication ranging from state coordinating officials to academics responsible for the actual education to the students (Shin, 2010). The purpose of this dissertation was to analyze higher education stakeholders’ perceptions of performance funding by examining the development, design, implementation, and execution of the Louisiana Granting Resources and Autonomies for Diplomas Act (GRAD Act) and offer potential solutions based on the findings. The push for educational accountability and standardization in the United States gained traction with the No Child Left Behind Act of 2001. Uniformity in the curriculum, academic standards, testing, and accountability were some of the requirements that were being touted by politicians, educators, and special interest groups. School districts across the United States were forced to develop systems to prove that teachers were teaching and students were learning. New York State enacted reform legislation under Education Law section 3012-c, which included the Annual Professional Performance Review (APPR) to evaluate teachers and principals. “Bad Inquiry”: How Accountability, Power, And Deficit Thinking Hinder Pre-Service Practitioner Inquiry, Stephanie Schroeder

This study of 30 pre-service teachers’ practitioner inquiry papers explores potential pitfalls of practicing inquiry with pre-service teachers. Focusing on the types of questions pre-service teachers ask about student learning, the challenges they face when engaging in inquiry, and the weaknesses of their inquiry products, this paper finds that accountability culture in education, pre-service teachers’ lack of power in the classroom, and deficit thinking left unchallenged by instructors led to weak inquiries. Implications include the need for teacher educators to work with mentor teachers across university and K-12 boundaries, and the need to teach explicitly about the power inquiry holds …

The purpose of this qualitative study was to describe urban public high school social studies teachers’ perceptions of social studies curriculum narrowing and its influence on their professional identity within the context of Massachusetts’ school accountability policies. This study gave nuance to larger quantitative studies by allowing policy and school leaders to hear directly from teachers who mediate the influence of accountability policies on students. Higher education organizations gather significant data from their constituents throughout student enrollment to graduation and beyond. This qualitative phenomenological study explored how college executives make decisions for their organizations. The Competing Values Framework (CVF) provided the conceptual framework for this study which focuses on how an organization relates to its environment. Educational measurement and evaluation experts generally agree that increasing stakeholders’ assessment literacy will yield a variety of positive benefits, especially broadening the range of assessment formats teachers use to measure students’ mastery of high level, more cognitively complex learning outcomes. But in the context of education accountability as currently structured in American schools, such efforts also may lead teachers to become more sophisticated in test preparation activities and to narrow both their instruction and classroom assessment practices specifically to enhance students’ performance on prescribed, annual high-stakes accountability assessments. The purpose of this study is to investigate policy coalitions of the Every Student Succeeds Act (ESSA) at U.S. congressional hearings. This study is grounded in the advocacy coalition framework, which argues that advocacy coalitions are forged by policy actors who have similar policy preferences. To identify the coalitions, according to the policy claims articulated by policy actors, discourse network analysis was performed to examine 30 testimonies in the congressional hearings on ESSA since its passage in 2015. The purpose of this program evaluation was to evaluate the attendance program at Creekside High School. Creekside High School is a large suburban high school in St. Johns County School District in Northeastern Florida. This program evaluation used longitudinal data over six years, retrieved from the Florida Department of Education’s website, to show the impact of Creekside High School’s attendance program on rates of absenteeism, specifically the percentage of students that were absent 21 or more days. And Still They Rise is the first systematic analysis of alternative transfer schools in New York City – alternative educational spaces that keep their doors open to a range of students who seek an education despite past academic struggles. The report blends a qualitative and quantitative review of 842 students’ responses to a participatory survey that asked about goals, desires, obstacles, and what they found at transfer schools. In this report we present the stories and the statistics across schools, elevating silenced stories that lay behind the misnomer “at risk." This dissertation is a qualitative-based program evaluation that explored the existing charter school accountability measures, processes, and oversight systems of the California Department of Education (CDE) in relation to State Board of Education (SBE)-authorized charter schools. This dissertation further explored the potential program improvements that could be implemented to improve the charter school oversight functions of the SBE and CDE. After a charter school receives authorization and approval to operate, the degrees of accountably and oversight vary dependent upon the charter authorizer and the oversite entity. In 2010, New York State both adopted the Common Core Learning Standards and identified the State’s first 67 “persistently lowest achieving” schools, the most severe failure designation available under the State’s accountability system as based upon standardized test performance and/or graduation rates (Common Core Standards Initiative, 2015; NYSED, 2010a). The Common Core Learning Standards were advertised as a pathway to a high-quality education for all American students (Common Core Standards Initiative, 2015; Supovitz & McGuinn, 2019).
