In 2018 the The Office of Special Education and Rehabilitative Services (OSERS), a program of the U.S. Department of Education (DoED), issued a letter of determination to the State of Michigan concerning compliance with the Individuals with Disabilities Education Act 2004 (IDEA) Parts B and C. States are evaluated for compliance with IDEA 2004 based upon a set of 20 State Performance Plan Indicators (SPPIs). Michigan was the only state in the union to receive the lowest rating possible, “needs intervention,” for the 2016-2017 school year.

Professional Learning Communities (PLC) are considered best practice, but additional research was needed to examine the relationships necessary to build and sustain PLCs. The purpose of this correlational study was to determine if there is a relationship between the perceptions educators have about their PLC and the level of relational trust among its members. Scores for the analysis came from two surveys, The Professional Learning Community Assessment-Revised and The Omnibus T-Scale (Hoy & Tschannen-Moran, 2003). In 2013, an initiative was implemented throughout a school district to address years of declining student assessment scores. With a directive for engagement in collaboration, this study was conducted to determine what a school was doing well in their Professional Learning Communities, areas for growth during the process, and the extent that the initiative was implemented with fidelity. By analyzing the targeted school’s quantitative and qualitative data, this study identified themes regarding overall effectiveness of the initiative and areas for recommended enhancements to facilitate student learning. The Relationship Between School Growth In Achievement And Professional Learning Communities Among Elementary Teachers, Jennifer Jackson Pennell

This dissertation explores the relationships between school growth, teacher collaboration, collective teacher efficacy, teacher perceptions of Professional Learning Communities (PLC,) and Free and Reduced Lunch rates (FRL) within a school district where the implementation of a PLC model was optional. Results demonstrated that FRL is by far the strongest predictor of English Language Arts or mathematics growth. Collective teacher efficacy and teacher collaboration were positively correlated. PLCs and teacher collaboration were also positively correlated. Results inform educators and policy makers about how collaboration between teachers and equity issues both impact school growth and student learning.

The purpose of this study is to examine the perceived value that novice secondary school teachers have regarding the professional learning community process at Argo Community High School. The study uses qualitative methods in order to gather information about the novice teachers’ perceptions.

During the study, novice teachers with three or less years of experience were invited and selected to partake in completing a survey and structured interviews that helped provide insight as to their perceptions on the effectiveness of professional learning communities in making novice teachers feel supported through collaborative efforts.

Even though a school in Southern Virginia had been utilizing a variety of manipulatives, calculators, and computers to transition students through the concrete-representational-abstract (CRA) sequence; students did not meet the state proficiency requirement on the standardized math assessment. A qualitative descriptive case study design, grounded in Bruner's learning theory on the modes of representation, was utilized to explore fifth-grade teachers' perceptions of their math instructional practices.
